Fewer than ten workers
No full registration required under the 2017 Act.
- File an intimation of commencement of business
- Filed with the facilitator
- Acknowledgement received
- Commonly accepted by banks as 'Gumasta'
Gumasta is the Maharashtra Shops and Establishments registration. For a proprietorship in Pune or Mumbai it is usually the first document anyone asks for, because it is the simplest proof that the business exists at the address. Regikart has an office in Pune and handles Gumasta applications across Maharashtra.

Timeline
Online through the state portal
Registration under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017, which replaced the 1948 Act. It is administered by the Labour Department, with applications made online through the state portal, and municipal bodies including the BMC and PMC involved for their areas.
TL;DR
The 2017 Act changed the basic structure, and this is the part most guidance still gets wrong. Establishments employing fewer than ten workers are not required to obtain a full registration - they file an intimation of commencement of business with the facilitator and receive an acknowledgement. Establishments employing ten or more workers must apply for registration and obtain a registration certificate. Both are commonly called 'Gumasta', and banks generally accept either.
Intimation
What establishments with fewer than ten workers file, receiving an acknowledgement rather than a registration certificate.
Registration certificate
What establishments with ten or more workers obtain on application.
Facilitator
The officer with whom the intimation of commencement of business is filed under the 2017 Act.
The 2017 Act
Replaced the Maharashtra Shops and Establishments Act, 1948. Guidance written against the old Act still circulates and is wrong on the ten-worker structure.
No full registration required under the 2017 Act.
Full registration applies, with a registration certificate issued.
A proprietorship has no certificate of incorporation, so Gumasta fills the gap.
