Net Worth Certificate in Delhi
For embassy visa files, government tenders and bank loans, from ₹1,499
A net worth certificate is a practising Chartered Accountant's signed statement of your total assets minus total liabilities as on a stated date, carrying an 18-digit UDIN that anyone can verify. In Delhi it is asked for by three kinds of reader more than any other: visa applicants putting together a file for a mission in New Delhi, bidders on central government, Delhi government and public-sector tenders, and banks assessing a loan.
Each reader wants something different. A visa file wants your personal funds, often in a second currency. A tender wants the bidding entity's net worth on the tender's own definition and date. A bank wants to see what stands behind a guarantee. Our Delhi office in Krishna Nagar handles all three, and the national guide covers the basics that are the same everywhere.

Who needs one in Delhi
Embassies in Chanakyapuri and what a certificate does for a visa file
Most foreign missions in India are in New Delhi, many of them in the diplomatic enclave at Chanakyapuri; the US Embassy, for instance, is on Shantipath, Chanakyapuri. The British High Commission and the German Embassy are also in New Delhi. According to the US State Department, the embassy in New Delhi serves Delhi, Haryana, Punjab, Rajasthan, Uttar Pradesh and other northern states, so many of the visa files we see come from families across the region, not just the city.
Be clear about what the certificate is for. We have not seen an official checklist from these missions that makes a CA net worth certificate compulsory. Where a checklist asks for evidence of funds or a sponsor's financial standing, a certificate is supporting financial evidence: it pulls your bank balances, deposits, investments and property into one verified statement, but the officer may still want the underlying statements. For a visa file we usually show INR and the destination currency side by side, at one rate for the reference date, with the source named. The visa certificate page explains the currency rules.
Government and PSU tenders
Delhi has central ministries, Delhi government departments, municipal bodies and the head offices of many central public sector enterprises, and their tenders are published on the Central Public Procurement Portal (CPPP), GeM and the Delhi government's e-procurement system. A net worth condition in the notice inviting tender (NIT) usually takes one of these shapes:
- a minimum net worth, sometimes stated as a share of the estimated contract value;
- "positive net worth" in each of the last few financial years;
- net worth on the tender's own definition, which we follow word for word.
The certificate is normally for the bidding entity, drawn from its audited balance sheet as on the date the clause names. Consortium members each need their own, and some tenders also want directors' or partners' personal certificates. A bank solvency certificate is a separate document from your bank. Registered micro and small enterprises get certain relaxations under the public procurement policy, so keep the Udyam certificate ready, but a net worth condition still applies unless the tender relaxes it.
Delhi property: the circle rate is a floor, not a valuation
Delhi's circle rates are the minimum rates for valuing land and immovable property notified by the Revenue Department of the Government of NCT of Delhi, under the Indian Stamp Act, 1899 and the Delhi Stamp (Prevention of Under-valuation of Instruments) Rules, 2007, and published at revenue.delhi.gov.in. They set the minimum value for stamp duty on registration; they are not a market valuation. On a personal certificate, a Delhi flat or house can go in at a registered valuer's figure, at the circle-rate value if the reader accepts it, or at cost, and the basis is written on the line. A property owned by a company or firm goes into the entity's certificate at its book value.
Worked example: a Delhi proprietor bidding for a tender
Illustrative figures only. A proprietor in East Delhi supplies a government department. A proprietorship has no separate legal identity, so a personal certificate combines both sides.
| Particulars | Basis of value | Amount (₹) |
|---|---|---|
| Capital in the proprietorship | Audited balance sheet, 31 March 2026 | 38,00,000 |
| Savings account and fixed deposits | Bank statements on the reference date | 7,60,000 |
| Listed shares | Market value on the reference date | 3,40,000 |
| House, East Delhi | Circle-rate value, as accepted by the reader | 85,00,000 |
| Total assets | 1,34,00,000 | |
| Home loan | Lender's statement | 21,50,000 |
| Personal loan | Lender's statement | 2,50,000 |
| Total liabilities | 24,00,000 | |
| Net worth | 1,10,00,000 |
If the tender wants the business's net worth alone, the figure is the capital account of ₹38,00,000, not ₹1.1 crore. That is why we read the clause before drafting.
The rules, at a glance
| Who can sign | A Chartered Accountant holding a certificate of practice from ICAI |
|---|---|
| UDIN | Required on every certificate signed on or after 1 February 2019; generated within 60 days of signing and verifiable by anyone at udin.icai.org |
| Standard | ICAI's Guidance Note on Reports or Certificates for Special Purposes |
| Government fee | Nil |
| Usual time | 1-2 working days once documents are complete; same day for urgent cases |
No statute prescribes one format for every purpose: the bank, embassy or tender document sets what the certificate must show, and we draft to that wording.
Documents to keep ready
Net Worth Certificate fee in Delhi
| Item | Amount |
|---|---|
| Regikart professional fee: net worth certificate with UDIN | From ₹1,499 per certificate |
| Family or multiple-entity work (both parents, a company and its directors, partners of a firm) | Quoted after a free review |
| Government fee | No government fee |
| UDIN generation and verification | Free (ICAI portal) |
Professional fees exclude GST at 18%. Government fees, where they apply, are paid at actuals to the department and are shown separately. A registered valuer's fee, where a valuation is needed, is paid to the valuer. Fees verified on 24 October 2026.
The ₹1,499 starting fee covers one certificate for one person or entity. Tenders often need more than one, for example the company plus each director, or several years' net worth, and visa files sometimes need both parents. That work is quoted after a free review of the clause or checklist, and we confirm the total in writing before we start.
Working with our Delhi office
Regikart's Delhi office is at 04 Malook Singh Marg, Arjun Nagar, Krishan Nagar, Delhi 110051. Everything can also be sent on WhatsApp at +91 70444 94804 or to [email protected], and the signed certificate comes back as a PDF, with a hard copy where the tender or visa centre wants one. Our head office is in Kolkata and we also have a Bengaluru office.
Timeline
Usually 1-2 working days once documents are complete, and the same day for urgent cases, which matters when a bid closes this week. For a tender, book the certificate after your audit is signed if the clause asks for audited figures.
Checking the UDIN
Each certificate carries an 18-digit UDIN generated on the ICAI portal within 60 days of signing. The embassy, bank or tender officer can verify it at udin.icai.org with an OTP, and so can you before you upload it.
