Mumbai runs on gems and jewellery, financial and professional services, media, logistics and trade. That produces two very different Udyam profiles. Zaveri Bazaar and the Andheri East export units register on investment in plant and machinery, while Lower Parel and Andheri agencies, studios and consultancies own almost nothing and qualify on turnover alone. Which side you fall on decides your category, and it is the part people get wrong.

Udyam registration is free. Everywhere.
The Ministry of MSME states that Udyam registration is zero cost and that udyamregistration.gov.in is the only official portal. Registration, updates, corrections and cancellation are all free. Any amount charged by an intermediary, including ours, is a professional fee for advisory and filing work, not a government levy. A large share of page-one search results are private sites charging what they present as a government fee for a free process.

Which office does what for a Mumbai MSME
No Mumbai office issues a Udyam certificate. The filing is central: it happens on udyamregistration.gov.in and is validated against Aadhaar, PAN and GST data, so there is no Mumbai counter to visit and nobody in Mumbai to expedite it. What is local is everything that sits around the certificate.
The Facilitation Council is the state's. Once you are registered as a micro or small enterprise, a buyer who pays late can be taken to the Micro and Small Enterprises Facilitation Council constituted by the Government of Maharashtra under section 20 of the MSMED Act. You file the reference under section 18 through the MSME Samadhaan portal, and the Council conciliates first and then arbitrates. Unregistered suppliers do not get that route and have to sue in the ordinary way.
Your ROC is smaller than it was. If the enterprise is a company or an LLP, the 2026 reorganisation matters. ROC Mumbai-I now covers Mumbai and Mumbai Suburban districts only. Thane, Navi Mumbai, Raigad, Palghar and Nashik moved to the new ROC Mumbai-II at Navi Mumbai, which became operational on 16 February 2026. A Thane registered office is therefore no longer a Mumbai-I filing, and moving a registered office from Thane into Mumbai is now a change of ROC needing a special resolution and Regional Director confirmation on INC-23 and INC-28, not a bare INC-22. The Maharashtra cost layer around Udyam
Udyam itself is free. These are the Maharashtra items that do cost money, and they are the reason a Mumbai MSME usually needs more than one registration.
Profession tax. Maharashtra levies it under the Maharashtra State Tax on Professions, Trades, Callings and Employments Act, 1975, administered through MahaGST. Registration itself carries no government fee. Enrolment (PTEC) is a flat ₹2,500 a year. For employees (PTRC) the deduction is nil up to ₹7,500 a month, ₹175 a month between ₹7,501 and ₹10,000, and ₹200 a month above ₹10,000 with ₹300 in February, which comes to ₹2,500 in a full year. Women are exempt up to ₹25,000 a month, from 1 April 2023.
The due dates changed on 28 February 2026, and most pages still carry the old ones: monthly returns are now due by the 15th of the following month, the annual return by 15 March, and PTEC by 15 June. You file monthly if your profession tax in the previous year was ₹50,000 or more, annually if it was less, and monthly in your first year of registration whatever the amount.
Shops and establishments, the Mumbai surprise. Under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017, an establishment with fewer than ten workers does not register at all. It files a free one-time intimation in Form F within 60 days of commencing business, and no certificate is issued. If your bank or your marketplace has asked you for a "Gumasta certificate" and you have eight people, there is no certificate to give them: the acknowledged intimation is what exists. At ten workers or more you register in Form A on Aaple Sarkar, on a fee slab based on headcount.
Trade licence is usually the wrong ask. The Brihanmumbai Municipal Corporation licenses specified trades such as eating houses and lodging houses. An ordinary Mumbai shop, office or studio does not get a BMC trade licence; the shops law above is its route. We tell you which of the two you actually need before you pay for either.

What a Mumbai business usually needs alongside Udyam
Udyam pulls your turnover from GST records and your investment from income tax records, so get those right first: see GST registration if you are not registered yet, and income tax return filing for the figures Udyam reads. Most Mumbai employers then need a Maharashtra profession tax registration and either the Form F intimation or a Form A registration under the state shops law (shop and establishment registration). What Udyam registration means for a Mumbai business
Udyam registration is the Government of India's online MSME registration under the MSMED Act, 2006, issuing a permanent Udyam Registration Number and an e-certificate to a micro, small or medium enterprise.
It is filed centrally on udyamregistration.gov.in and validated against Aadhaar, PAN and GSTN data. Investment is drawn from income tax records and turnover from GST records, which means the figures you declare must reconcile with what you have already filed.
For Mumbai specifically, the certificate does two things. It makes the enterprise visible to buyers in Andheri East, Lower Parel, Zaveri Bazaar, the Bhiwandi logistics belt and the Vasai Virar industrial pockets, many of whom now ask for a Udyam Registration Number before they onboard a vendor. And it gives a micro or small enterprise standing before the Micro and Small Enterprises Facilitation Council constituted by the Government of Maharashtra, so a late-paying buyer can be taken to conciliation and arbitration instead of to a civil court.

Ceilings revised with effect from 1 April 2025. The test is composite: an enterprise falls in a category only if both its investment and its turnover are within that category’s ceilings, and breaching either one moves it up. Export turnover is excluded from the turnover computation, and land and building are excluded from investment.
