POSH Compliance in Ahmedabad
Policy, Internal Committee and annual report for Ahmedabad and GIFT City workplaces, handled remotely, from ₹9,499
Employers in Ahmedabad with 10 or more people at a workplace must adopt a POSH policy, constitute an Internal Committee by written order with an external member, hold awareness sessions and file an annual report with the District Officer. Ahmedabad businesses often have units in Ahmedabad district and in Gandhinagar district, including GIFT City, and each district has its own District Officer.
Regikart has no Ahmedabad office. We serve Ahmedabad employers remotely from our head office in Kolkata and our offices in Delhi and Bengaluru. The national guide covers the Act; this page covers Ahmedabad and Gujarat.

Which employers in Ahmedabad must comply
What the Gujarat WCD department publishes
The Women and Child Development Department, Government of Gujarat, based at New Sachivalaya in Gandhinagar, keeps a PoSH Act page that carries the state's notification of District Officers, a list of District Officers and a notification of taluka nodal officers with contact details. It also notes that the Gender Resource Centre, an autonomous body of the department, works on awareness, research, capacity building and coordination for the Act.
We could not open those documents in a form we can quote, so this page refers to the District Officer notified by the Gujarat government for your district. Before your first report we take the current designation and address from the department's list. The taluka nodal officers matter for small workplaces: under section 6(2) they receive complaints and pass them to the district's Local Committee, so a unit with fewer than 10 people should name its nodal officer in the policy.
Ahmedabad, Gandhinagar and the industrial ring
Ahmedabad district covers the city and the industrial talukas around it, including Sanand, where much of the automobile and component industry sits, and the Changodar area. GIFT City and Kalol are in Gandhinagar district, which has its own District Officer and Local Committee. Plants further north towards Becharaji are in Mehsana district.
Headcount needs care in Ahmedabad's textile, garment and diamond businesses, where much of the work is done by daily-wage or contract workers, sometimes engaged through a middleman. Section 2(f) counts all of them, paid or unpaid, so a unit with a small permanent staff can still be above the 10-person threshold. We count from attendance records rather than the payroll alone.
GIFT City needs a word of its own. An IFSC unit is regulated by the IFSCA, but it is still a workplace under the POSH Act. If 10 or more people work there, it needs its own Internal Committee, separate from the Ahmedabad office's, and its report goes to the Gandhinagar District Officer.
Filing the annual report from Ahmedabad
Rule 14 fixes the contents of the report: complaints received, disposed of and pending for more than 90 days, awareness programmes held and action taken. We have not found an official Gujarat portal or notified e-mail address for these reports. Unless the District Officer's office asks for something different, we prepare a signed hard copy with a covering letter for each district, your team or a courier lodges it, and you send us the stamped acknowledgement for the file. The central SHe-Box entry is updated separately.
One committee per unit: an illustrative example
| Unit | District | Headcount, including contract staff | Own Internal Committee? | Annual report goes to |
|---|---|---|---|---|
| Head office, Prahlad Nagar | Ahmedabad | 75 | Yes | District Officer, Ahmedabad |
| Plant, Sanand | Ahmedabad | 180, mostly contract | Yes | District Officer, Ahmedabad |
| IFSC unit, GIFT City | Gandhinagar | 15 | Yes | District Officer, Gandhinagar |
| Depot, Becharaji | Mehsana | 6 | No; taluka nodal officer and Local Committee | Not applicable |
The head office and the Sanand plant share a district but not a committee: section 4(1) asks for one at every unit at a different place.
Companies: the Board's report
Rule 8(5)(x) of the Companies (Accounts) Rules, 2014 requires the Board's report to state compliance with the provisions on constituting the Internal Committee. The Companies (Accounts) Second Amendment Rules, 2025, in force from 14 July 2025, added the number of complaints received in the year, the number disposed of and the number pending beyond ninety days. We total these across the Ahmedabad, Gandhinagar and other committees and tie them to the annual ROC filing.
The rules, at a glance
| Who must comply | Every employer with 10 or more employees must constitute an Internal Committee at each office or administrative unit (section 4) |
|---|---|
| Internal Committee | A senior woman employee as Presiding Officer, at least two employee members and one external member; at least half the members women; term of up to 3 years |
| Smaller workplaces | Complaints from workplaces with fewer than 10 employees, or against the employer, go to the Local Committee set up by the District Officer (section 6) |
| Complaint and inquiry | Complaint within 3 months of the incident (extendable by 3 months); inquiry completed within 90 days (sections 9 and 11) |
| Annual report | The Internal Committee reports each calendar year to the employer and the District Officer (section 21; rule 14) |
| Penalty | Fine up to ₹50,000; on a repeat offence, twice the punishment and possible cancellation of licence or registration (section 26) |
The Act and the 2013 Rules are the same in every state. What differs city to city is the District Officer you report to and the local administration behind the Local Committee.

| Item | Amount |
|---|---|
| Regikart professional fee: POSH set-up for a single workplace | From ₹9,499 |
| Additional offices or units, annual report preparation, training sessions and external member arrangements | Quoted on scope |
| Government fee | Nil |
Professional fees exclude GST at 18%. There is no government fee under the POSH Act. Fees verified on 25 October 2026.
The starting fee covers one workplace. With a city office, a plant in Sanand or a unit in GIFT City, you will need more than one committee and more than one report, so send us your units and headcount and we will quote a fixed fee for the whole set-up, the yearly reports, online training and any external member before work begins.

The usual sequence
- Map the units. Each office, plant and depot, its district and its headcount under section 2(f).
- Policy. The complaint route, timelines, confidentiality and the taluka nodal officer route for small units.
- Committee orders. A written order for each unit that needs a committee, with a senior woman presiding and an external member.
- Display notice at each premises, with committee contacts and the penal consequences.
- Training. Online awareness sessions for staff and orientation for committee members, with attendance records.
- Register. Complaint register and minutes format, and your SHe-Box entry.
- Annual report for each committee after the calendar year, for its own District Officer.
The timing depends mainly on how soon the committee members and external member are confirmed.
Every year
Each committee reports for the calendar year, even with no complaints. We remind you ahead of time, track committee terms of up to three years, update orders when members change or a unit opens, and prepare the Board's report figures for companies.
