POSH Compliance in Pune
Policy, Internal Committee and an inspection-ready file for Pune offices and plants, handled remotely, from ₹9,499
If 10 or more people work at your Pune workplace, the POSH Act requires a written policy, an Internal Committee formed by written order with an external member, awareness sessions and an annual report to the District Officer. Maharashtra has also started inspecting establishments for POSH compliance, so the records behind each of these steps now matter as much as the steps themselves.
We do not have an office in Pune. Our company secretaries serve Pune employers remotely from Kolkata (head office), Delhi and Bengaluru. The national guide explains the law; this page covers Pune district and the Maharashtra position.

Which employers in Pune must comply
One large district, many kinds of workplace
Most Pune employers deal with a single district. Pune city, Pimpri-Chinchwad, the IT parks at Hinjewadi and Kharadi, and the industrial areas at Chakan, Talegaon and Ranjangaon all fall within Pune district, even though they sit in different talukas and municipal areas. A company with an office in the city and a plant in Chakan will usually send both committees' reports to the same district administration.
The exceptions are units across the district line. A warehouse at Shirwal on the Satara road, for example, is in Satara district, and reports to the District Officer there.
Many Pune units belong to companies whose head office is in Mumbai. The Mumbai committee does not cover them: a Pune office or plant with 10 or more people needs its own committee, its own display notice and its own annual report to the Pune District Officer. We often find Pune units named only in a group-level policy, with no written order constituting a local committee.
Maharashtra's notification fixes which officer acts as District Officer. We have not confirmed the current designation on an official government page, so this page refers to the District Officer notified by the Maharashtra government for your area, and we confirm the receiving office before your first report goes in. The state's Commissionerate of Women and Child Development is itself headquartered in Pune.
Maharashtra's POSH inspections
Section 25 of the Act lets the appropriate government call for information and order inspections of workplaces and records. Legal publishers have reported a Maharashtra government circular dated 14 May 2026 that authorises a wide range of officers to inspect government, semi-government and private establishments for POSH compliance, against a checklist issued by the state. The officers named include District Officers, Commissionerate staff, Divisional Deputy Commissioners, District Women and Child Development Officers and Protection Officers. We have not seen the circular itself on an official site, but the practical advice does not change: be ready to show the paperwork.
An inspector is likely to ask for:
- the policy, and the written order constituting each Internal Committee, with members' terms;
- the display notice at each premises;
- the complaint register, committee minutes and inquiry reports, kept confidential;
- the annual reports for past years, with acknowledgements from the District Officer;
- attendance records for awareness sessions and committee orientation.
Under section 26, failing to constitute a committee or to comply with the Act carries a fine of up to ₹50,000, and repeat failure can lead to cancellation of a licence or registration. We keep this file for each unit and update it after every change.
Filing the annual report from Pune
The contents are fixed by rule 14; the mode of delivery is not. We have not found an official Maharashtra portal or notified e-mail address for these reports, so unless the District Officer's office asks for something else, we prepare a signed hard copy and covering letter, your team or a courier lodges it, and the stamped acknowledgement goes into the inspection file.
One committee per unit: an illustrative example
| Unit | District | Headcount, including contract staff | Own Internal Committee? | Annual report goes to |
|---|---|---|---|---|
| Head office, Baner | Pune | 60 | Yes | District Officer, Pune |
| Plant, Chakan | Pune | 140, mostly contract | Yes | District Officer, Pune |
| Warehouse, Shirwal | Satara | 12 | Yes | District Officer, Satara |
The Baner office and the Chakan plant are both in Pune district but at different places, so section 4(1) still requires two committees and two reports. Companies also state the complaint counts in the Board's report under rule 8(5)(x) of the Companies (Accounts) Rules, 2014, as amended from 14 July 2025, which links to the annual ROC filing.
The rules, at a glance
| Who must comply | Every employer with 10 or more employees must constitute an Internal Committee at each office or administrative unit (section 4) |
|---|---|
| Internal Committee | A senior woman employee as Presiding Officer, at least two employee members and one external member; at least half the members women; term of up to 3 years |
| Smaller workplaces | Complaints from workplaces with fewer than 10 employees, or against the employer, go to the Local Committee set up by the District Officer (section 6) |
| Complaint and inquiry | Complaint within 3 months of the incident (extendable by 3 months); inquiry completed within 90 days (sections 9 and 11) |
| Annual report | The Internal Committee reports each calendar year to the employer and the District Officer (section 21; rule 14) |
| Penalty | Fine up to ₹50,000; on a repeat offence, twice the punishment and possible cancellation of licence or registration (section 26) |
The Act and the 2013 Rules are the same in every state. What differs city to city is the District Officer you report to and the local administration behind the Local Committee.

The starting fee is for one workplace. The usual sequence
- Units and headcount. Every site, its district and how many people work there under section 2(f).
- Gap check. If you already have a policy or committee, we review it against the Act and against what an inspector would ask to see.
- Policy. With the complaint route, timelines, confidentiality and the Local Committee route for small units.
- Committee orders. A written order for each unit, with a senior woman presiding and an external member.
- Display notice for each premises.
- Training. Online awareness and orientation sessions, with attendance kept.
- Register and file. Complaint register, minutes format and the inspection file for each unit.
- Annual report for each committee after the calendar year ends.
How long this takes turns mainly on how soon the committee and external member are confirmed.
Every year
Each committee files its report even in a year with no complaints, and the acknowledgement goes into the file. We track committee terms of up to three years, update orders when members leave, repeat training and, for companies, prepare the Board's report figures.
