POSH Compliance in Delhi
Internal Committee, policy, training and annual report, from our Krishan Nagar office
Every Delhi employer with 10 or more employees at a workplace must constitute an Internal Committee under the POSH Act, 2013, adopt a written policy, train staff and report each year to the District Officer. In Delhi, the Department of Women and Child Development names the District Magistrate of each district as the District Officer. Regikart's Delhi office is in Krishan Nagar, and our company secretaries set up and maintain POSH compliance for offices, shops, clinics and schools across the city.
Our POSH compliance guide covers the Act itself. This page covers what is particular to Delhi: which of the 13 revenue districts your workplace falls in, how District Magistrates' offices have collected annual reports, and how to handle units across the border in Noida, Ghaziabad, Gurugram or Faridabad, which report to another state's District Officer.

Which employers in Delhi must comply
The District Officer in Delhi
The Department of Women and Child Development of the Government of NCT of Delhi states that the District Magistrate is nominated as District Officer for constituting Local Committees at the district level. Each District Magistrate, as District Officer, constitutes the district's Local Committee under section 6, for complaints from workplaces with fewer than 10 workers and complaints against the employer, and receives the Internal Committees' annual reports.
Delhi is divided into 13 revenue districts, according to the Revenue Department, following a reorganisation notified in December 2025. That matters for two reasons:
- Your district may have changed. A workplace that reported to one District Magistrate before the reorganisation may now fall in a different or new district. Check the current district for each address before the next report.
- Older lists are out of date. Lists of Delhi District Officers still in circulation were drawn up when Delhi had fewer districts. We confirm the current District Magistrate's office for each of your units rather than rely on them.
Your policy should name the Local Committee of the district where each small unit sits, so employees there know where to go. The same applies when you relocate: a move from Connaught Place to Okhla, or from Karol Bagh to a warehouse in Bawana, can change the District Magistrate you report to. Update the committee order, the display notice and the policy at the time of the move, not when the next report falls due, and keep the old district's acknowledgements on file for earlier years.
Filing the annual report in Delhi
Under section 21 and rule 14, each Internal Committee prepares a report for every calendar year, covering complaints received, disposed of and pending beyond 90 days, awareness programmes held and action taken, and sends it to the employer and the District Officer. It is due even in a year with no complaints.
There is no single Delhi-wide portal that we have seen notified for this. The mode is set district by district. For example, the District Magistrate's office for New Delhi published a notice asking employers who had not filed their report for calendar year 2023 to file it through an online link and upload a signed copy by 31 January 2024, and reminded them of the ₹50,000 penalty. Other districts may ask for a hard copy or a different link. We check the current notice of each District Magistrate's office where you have a committee, file in the mode it asks for, and keep proof of submission. Where no instruction has been issued, we deliver a signed hard copy with a covering letter.
Worked example: a Delhi head office with NCR units
Illustrative only. A Delhi company has its head office in one Delhi district, a warehouse in another Delhi district and a branch in Noida.
| Unit | Jurisdiction | Headcount (incl. contract staff) | Own Internal Committee? | Annual report goes to |
|---|---|---|---|---|
| Head office | Delhi district A | 55 | Yes | District Magistrate, district A |
| Warehouse | Delhi district B | 18 (including a contractor's workers) | Yes | District Magistrate, district B |
| Branch | Gautam Buddh Nagar, Uttar Pradesh | 12 | Yes | District Officer notified by Uttar Pradesh for Gautam Buddh Nagar |
Being in the same city does not make the warehouse part of the head office: it is a separate unit at a different place, so section 4(1) requires its own committee, and it reports to its own District Magistrate. The Noida branch follows the same rule but reports to the Uttar Pradesh District Officer, whose instructions on format and mode may differ. The company's Board's report, under rule 8(5)(x) of the Companies (Accounts) Rules, 2014, must state that Internal Committees have been constituted and, since the Companies (Accounts) Second Amendment Rules, 2025 took effect on 14 July 2025, give the complaints received, disposed of and pending beyond 90 days, which should match the three district reports.
The rules, at a glance
| Who must comply | Every employer with 10 or more employees must constitute an Internal Committee at each office or administrative unit (section 4) |
|---|---|
| Internal Committee | A senior woman employee as Presiding Officer, at least two employee members and one external member; at least half the members women; term of up to 3 years |
| Smaller workplaces | Complaints from workplaces with fewer than 10 employees, or against the employer, go to the Local Committee set up by the District Officer (section 6) |
| Complaint and inquiry | Complaint within 3 months of the incident (extendable by 3 months); inquiry completed within 90 days (sections 9 and 11) |
| Annual report | The Internal Committee reports each calendar year to the employer and the District Officer (section 21; rule 14) |
| Penalty | Fine up to ₹50,000; on a repeat offence, twice the punishment and possible cancellation of licence or registration (section 26) |
The Act and the 2013 Rules are the same in every state. What differs city to city is the District Officer you report to and the local administration behind the Local Committee.
Documents to keep ready
POSH Compliance fee in Delhi
| Item | Amount |
|---|---|
| Regikart professional fee: POSH set-up for a single workplace | From ₹9,499 |
| Additional offices or units, annual report preparation, training sessions and external member arrangements | Quoted on scope |
| Government fee | Nil |
Professional fees exclude GST at 18%. There is no government fee under the POSH Act. Fees verified on 24 October 2026.
The ₹9,499 starting fee covers POSH set-up at one workplace: the policy, the written order constituting the Internal Committee, the display notice and the register formats. Delhi businesses often have several outlets or a unit across the border in Noida or Gurugram, and each needs its own committee and report, so additional units, the yearly report to each District Officer, training sessions and an external member are quoted on scope. We confirm the total in writing before we start.
Working with our Delhi office
Regikart's Delhi office is at 04 Malook Singh Marg, Arjun Nagar, Krishan Nagar, Delhi 110051. You can meet the CS team there, bring your current policy and committee orders for review, or send everything on WhatsApp at +91 70444 94804 or to [email protected]. Awareness sessions and committee orientation are held online or on-site at your premises by arrangement. Our head office is in Kolkata, and we have an office in Bengaluru.
The usual sequence
- Map your units: every office, outlet, warehouse and factory, its district and its headcount.
- Policy: drafted to the Act and Rules, naming the complaint route, timelines and the Local Committee for small units.
- Internal Committee order: a written order for each unit that needs one, with a senior woman as Presiding Officer and an external member.
- Display notice: the committee details and penal consequences put up at each unit.
- Training: an awareness session for staff and orientation for committee members, with attendance kept.
- Register: complaint register and minutes format, and SHe-Box details if you choose to register.
- Annual report: prepared for each committee and filed with its District Magistrate in the mode that office asks for.
How long this takes depends mainly on how quickly you confirm the committee members and the external member.
Every year
Each committee's report for the calendar year goes to its District Officer, and companies carry the matching disclosure in the Board's report. We also check each district's current notice on the report, track committee terms of up to 3 years and replace members who leave.
