POSH Compliance in Mumbai
Policy, Internal Committee and annual report for Mumbai offices, handled remotely, from ₹9,499
Every employer in Mumbai with 10 or more employees at a workplace must adopt a POSH policy, constitute an Internal Committee by written order with an external member, run awareness sessions and send an annual report to the District Officer. Mumbai adds one detail that is easy to miss: the city is split into two revenue districts, Mumbai City and Mumbai Suburban, and a unit in Thane or Bhiwandi is in a third.
We do not have an office in Mumbai. We serve Mumbai employers remotely from our offices in Kolkata, Delhi and Bengaluru, with training sessions held online or on-site by arrangement. The national guide explains the Act; this page covers what is specific to Mumbai.

Which employers in Mumbai must comply
Two districts, two District Officers
The POSH Act asks each state government to notify a District Officer for every district. The District Officer constitutes the Local Committee, receives the Internal Committees' annual reports and monitors compliance. In Mumbai that happens twice, because Mumbai City and Mumbai Suburban are separate districts, each with its own Collector.
The Mumbai Suburban district administration, headquartered at Bandra, covers the Andheri, Borivali and Kurla talukas. Mumbai City district covers the island city. Before preparing any report, we check from the office address which district each of your units falls in.
Maharashtra's notification sets which officer is the District Officer. Because we have not been able to confirm the current designation on an official government page, this page refers to the District Officer notified by the Maharashtra government for your district, and we confirm the office and address for each district when we prepare your report. Each district also has its own Local Committee for complaints from workplaces with fewer than 10 employees and complaints against the employer.
Units just outside the city are separate again. A warehouse in Bhiwandi or an office in Thane is in Thane district and reports to that district's District Officer.
How the annual report is filed in Maharashtra
The Act and rule 14 fix the contents of the report: complaints received, disposed of and pending for more than 90 days, awareness programmes held and action taken. They do not prescribe a portal. We have not found an official Maharashtra portal or e-mail address notified for POSH annual reports, so unless the District Officer's office directs otherwise, we prepare a signed hard copy for the District Officer of each district and keep the acknowledgement.
The central SHe-Box portal of the Ministry of Women and Child Development holds workplace and committee details. We help you keep your entry current, but it does not replace the report to the District Officer.
One Internal Committee per office or unit: an illustrative example
Section 4(1) requires a committee at every office or administrative unit located at a different place. Take a company, used here only as an illustration, with this set-up:
| Unit | Location | Employees | Internal Committee? | Annual report goes to |
|---|---|---|---|---|
| Head office | Lower Parel, Mumbai City district | 120 | Yes, its own | District Officer, Mumbai City |
| Branch | Andheri, Mumbai Suburban district | 35 | Yes, its own | District Officer, Mumbai Suburban |
| Warehouse | Bhiwandi, Thane district | 18, including contract loaders | Yes, its own | District Officer, Thane |
| Client-site team | Pune, at a customer's premises | 5 | No committee of its own; cover the route in your policy | Not applicable |
Contract loaders count towards the threshold under section 2(f), so the warehouse needs its own committee. For staff working at a customer's premises, your policy should say how a complaint is handled and how you will work with the customer's committee.
The Board's report statement for companies
A company's Board's report must carry a statement under rule 8(5)(x) of the Companies (Accounts) Rules, 2014 that it has complied with the provisions on constituting the Internal Committee under the POSH Act. The Companies (Accounts) Second Amendment Rules, 2025 (G.S.R. 357(E), dated 30 May 2025, in force from 14 July 2025) added three figures to that statement:
- the number of complaints of sexual harassment received in the year;
- the number of complaints disposed of during the year; and
- the number of cases pending for more than ninety days.
The same amendment also added a statement on compliance with the Maternity Benefit Act, 1961. The Board's report covers the financial year, while the Internal Committee's annual report covers the calendar year, so the two counts will not always match. We reconcile them from the complaint register and keep a short working note on file, so the figures in the Board's report, the committee reports for each unit and your registers can be traced to one another. This links into your annual ROC filing.
The rules, at a glance
| Who must comply | Every employer with 10 or more employees must constitute an Internal Committee at each office or administrative unit (section 4) |
|---|---|
| Internal Committee | A senior woman employee as Presiding Officer, at least two employee members and one external member; at least half the members women; term of up to 3 years |
| Smaller workplaces | Complaints from workplaces with fewer than 10 employees, or against the employer, go to the Local Committee set up by the District Officer (section 6) |
| Complaint and inquiry | Complaint within 3 months of the incident (extendable by 3 months); inquiry completed within 90 days (sections 9 and 11) |
| Annual report | The Internal Committee reports each calendar year to the employer and the District Officer (section 21; rule 14) |
| Penalty | Fine up to ₹50,000; on a repeat offence, twice the punishment and possible cancellation of licence or registration (section 26) |
The Act and the 2013 Rules are the same in every state. What differs city to city is the District Officer you report to and the local administration behind the Local Committee.
Documents to keep ready
POSH Compliance fee in Mumbai
| Item | Amount |
|---|---|
| Regikart professional fee: POSH set-up for a single workplace | From ₹9,499 |
| Additional offices or units, annual report preparation, training sessions and external member arrangements | Quoted on scope |
| Government fee | Nil |
Professional fees exclude GST at 18%. There is no government fee under the POSH Act. Fees verified on 24 October 2026.
The starting fee covers one workplace. A Mumbai set-up often has units in both districts or in Thane, so send us the list of offices with headcount and we will quote a fixed fee for the whole set-up, including annual reports, training and any external member arrangement, before any work starts.
Working with us from Mumbai
We do not have a Mumbai office. Our company secretaries work with you remotely from Kolkata, Delhi and Bengaluru: documents come by e-mail or WhatsApp, drafts are reviewed on a video call, and signed orders and reports are exchanged as PDFs, with originals by courier where needed. Awareness sessions for employees and orientation for committee members run online, or on-site at your Mumbai office by arrangement.
The usual sequence
- Map the workplaces. We list every unit, count employees as section 2(f) defines them, and mark which units need their own committee and which district each one is in.
- Policy. We draft a POSH policy with the complaint route, timelines and confidentiality, and the Local Committee route for small units.
- Internal Committee order. We draft a written order for each committee, with the members, the external member and the term.
- Display notice. We give you the notice with the penal consequences and committee details for each premises.
- Training. Awareness sessions for employees and orientation for committee members, with attendance records.
- Register. We set up the complaint register and minutes format, and help you update SHe-Box.
- Annual report. At the end of each calendar year we prepare the rule 14 report for each committee, addressed to the District Officer of its district.
Every year
Each committee files its annual report even in a year with no complaints. We track committee terms of up to three years, update orders when members leave or a unit moves between districts, repeat awareness sessions and, for companies, draft the Board's report statement.
