POSH Compliance in Hyderabad
Policy, Internal Committee and annual report for Hyderabad workplaces, handled remotely, from ₹9,499
An employer in Hyderabad with 10 or more people at a workplace needs a written POSH policy, an Internal Committee set up by written order with an external member, awareness sessions for staff and an annual report to the District Officer. In Telangana the District Officer is the District Collector of each district, and the city's offices, IT campuses and industrial units are spread across more than one district.
Regikart has no office in Hyderabad. Our company secretaries serve Hyderabad employers remotely from Kolkata, where our head office is, and from our Delhi and Bengaluru offices. The national guide covers the Act; this page covers the Telangana and Hyderabad details.

Which employers in Hyderabad must comply
The District Collector is the District Officer in Telangana
Section 5 of the POSH Act leaves it to each state to notify a District Officer for every district. Telangana did this by G.O.Ms.No. 1 of 22 February 2016, published by the Women Development and Child Welfare Department, which notifies the District Collector or District Magistrate of every district as the District Officer. The Collector constitutes the district's Local Committee, which takes complaints from workplaces with fewer than 10 workers and complaints against the employer, and receives the annual reports of the Internal Committees in that district.
The state's Commissionerate of Women Development and Child Welfare, at Vengalrao Nagar near Ameerpet, keeps a POSH page that lists the Local Committees of districts. We use it, with the Collectorate's own notices, to confirm the current Local Committee details that your policy should name.
Which district is your Hyderabad office in?
Hyderabad district is the older core of the city. The metropolitan area runs well beyond it: large parts of the western IT corridor, the airport side of the city and many industrial estates lie in neighbouring districts such as Rangareddy, Medchal–Malkajgiri and Sangareddy. A postal address that ends in "Hyderabad" does not settle the district, so we check each unit's address against the mandal it falls in before we draft committee orders or reports. Each district has its own Collector, so a company with three sites can have three District Officers.
Moves matter as well. When a team shifts from an older office in the city centre to a new tower on the western side, or a warehouse moves further out along a highway, the district can change with it. Update the committee order, the display notice and the Local Committee named in the policy when the move happens, and send the next annual report to the new district's Collector.
Getting the annual report to the Collector
Rule 14 says what the report must contain: complaints received, disposed of and pending for more than 90 days, workshops and awareness programmes held, and action taken. It does not say how the report is delivered. We have not found an official Telangana portal or e-mail address notified for these reports. Unless the Collectorate directs otherwise, we prepare the report and covering letter, send them to you as a PDF to sign, and your team or a courier lodges the signed hard copy with the Collector's office. You upload the stamped acknowledgement to us and we keep it on your compliance file. Registering on the central SHe-Box portal is a separate step and does not replace this report.
One committee per unit: an illustrative example
Section 4(1) asks for a committee at every office or administrative unit at a different place. Take this set-up, used only as an illustration:
| Unit | District | Headcount, including contract staff | Own Internal Committee? | Annual report goes to |
|---|---|---|---|---|
| Corporate office, Abids | Hyderabad | 48 | Yes | Collector, Hyderabad |
| Development centre, Gachibowli | Rangareddy | 160 | Yes | Collector, Rangareddy |
| Warehouse, Medchal | Medchal–Malkajgiri | 14, mostly through an agency | Yes | Collector, Medchal–Malkajgiri |
| Sales desk, Warangal | Hanumakonda or Warangal | 4 | No; the district's Local Committee | Not applicable; name the route in the policy |
The development centre does not fall under the corporate office's committee just because both are "in Hyderabad". The warehouse needs its own committee because agency workers count under section 2(f).
Companies: the Board's report
Rule 8(5)(x) of the Companies (Accounts) Rules, 2014 asks the Board's report to state that the company has complied with the provisions on constituting the Internal Committee. Since 14 July 2025, under the Companies (Accounts) Second Amendment Rules, 2025, the statement must also give the complaints received in the year, those disposed of and cases pending beyond ninety days. With units in three districts, those figures are the total across all committees, so we prepare them from the same registers as the district reports and file them with your annual ROC filing.
The rules, at a glance
| Who must comply | Every employer with 10 or more employees must constitute an Internal Committee at each office or administrative unit (section 4) |
|---|---|
| Internal Committee | A senior woman employee as Presiding Officer, at least two employee members and one external member; at least half the members women; term of up to 3 years |
| Smaller workplaces | Complaints from workplaces with fewer than 10 employees, or against the employer, go to the Local Committee set up by the District Officer (section 6) |
| Complaint and inquiry | Complaint within 3 months of the incident (extendable by 3 months); inquiry completed within 90 days (sections 9 and 11) |
| Annual report | The Internal Committee reports each calendar year to the employer and the District Officer (section 21; rule 14) |
| Penalty | Fine up to ₹50,000; on a repeat offence, twice the punishment and possible cancellation of licence or registration (section 26) |
The Act and the 2013 Rules are the same in every state. What differs city to city is the District Officer you report to and the local administration behind the Local Committee.
Documents to keep ready
POSH Compliance fee in Hyderabad
| Item | Amount |
|---|---|
| Regikart professional fee: POSH set-up for a single workplace | From ₹9,499 |
| Additional offices or units, annual report preparation, training sessions and external member arrangements | Quoted on scope |
| Government fee | Nil |
Professional fees exclude GST at 18%. There is no government fee under the POSH Act. Fees verified on 25 October 2026.
The starting fee is for one workplace. Most Hyderabad employers we speak to have more than one unit, often in two or three districts, so send us the list of sites with headcount and we will quote a single fixed fee for the set-up, the annual report for each Collector, training and any external member arrangement before any work begins.
Working with us from Hyderabad
We do not have a Hyderabad office. Our company secretaries work for you remotely from Kolkata (head office), Delhi and Bengaluru. You upload documents to us, we send drafts and final orders and reports as signed PDFs by e-mail, and hard copies travel by courier where a signed original is needed. Reviews happen on video calls, and awareness sessions for employees and orientation for committee members are run online. You can reach us on WhatsApp at +91 70444 94804 or at [email protected].
The usual sequence
- Map the units. Every site, its district and its headcount as section 2(f) counts it.
- Policy. A POSH policy with the complaint route, timelines, confidentiality and the Local Committee route for small units.
- Internal Committee order. A written order for each unit that needs one, naming a senior woman as Presiding Officer and the external member.
- Display notice. The committee details and penal consequences, for display at each premises.
- Training. Online awareness sessions for staff and orientation for committee members, with attendance records.
- Register. The complaint register and minutes format, and help with your SHe-Box details.
- Annual report. Prepared for each committee after the calendar year closes, for its own Collector.
How quickly this moves depends mostly on how soon you confirm the committee members and the external member.
Each year after that
Every committee reports for the calendar year, including a year with no complaints. We remind you before the report is due, track committee terms of up to three years, update orders when a member leaves or a unit moves district, and for companies prepare the Board's report figures.
