POSH Compliance in Chennai
Policy, Internal Committee and annual report for Chennai offices and plants, handled remotely, from ₹9,499
Any Chennai employer with 10 or more people at a workplace must have a POSH policy, an Internal Committee formed by written order with an external member, regular awareness sessions and an annual report to the District Officer. Tamil Nadu has notified District Collectors as District Officers, and the state's Social Welfare department is the nodal department for the Act.
We have no Chennai office. Regikart's company secretaries handle Chennai work remotely from our head office in Kolkata and our offices in Delhi and Bengaluru. The national guide sets out the Act; this page deals with how it works for employers in and around Chennai.

Which employers in Chennai must comply
The Collector, the Local Committee and the nodal officers
Tamil Nadu's district administrations state that District Collectors are notified as District Officers under the POSH Act and constitute the Local Complaints Committee in each district. The same district pages name the Department of Social Welfare as the nodal department for the Act in the state, with District Social Welfare Officers as the nodal officers who carry out the scheme at district level.
For a Chennai employer, that means two offices matter. The Collector of Chennai receives the annual reports of the Internal Committees in Chennai district and is responsible for its Local Committee. The District Social Welfare Office is the practical point of contact for implementation questions.
Section 6(2) of the Act also asks for nodal officers at block, taluk, municipal and ward level, who receive complaints from small workplaces and forward them to the Local Committee. The state Social Welfare department's website publishes lists of these nodal officers sent in by Collectors. An office with fewer than 10 people should name the right nodal officer and Local Committee in its policy, and we take the details from the current list for your area.
Chennai district and the industrial belt around it
Chennai district is the city itself. Much of the manufacturing around Chennai sits in neighbouring districts: Sriperumbudur in Kancheepuram district, Mahindra World City and Siruseri in Chengalpattu district, and Gummidipoondi in Tiruvallur district. Each has its own Collector. A plant in one of those districts reports to that Collector, not to Chennai, even when the company's registered office and HR team are in the city.
The line also runs through the IT corridor. Offices at the northern end of OMR are in Chennai district, while campuses further south towards Siruseri are in Chengalpattu. A team that moves down the corridor, or a company that opens a second campus there, may need a new committee order and a different Collector for its report.
Getting the report to the Collectorate
The Act and rule 14 decide what the annual report contains, not how it travels. We have not found an official Tamil Nadu portal or e-mail address notified for POSH annual reports. Unless the Collectorate instructs otherwise, we prepare a signed hard copy with a covering letter for each district, and your team or a courier lodges it and returns the stamped acknowledgement to us. Before filing, we check whether the Collectorate wants the report lodged directly or through the District Social Welfare Office. The central SHe-Box entry is kept up to date separately.
One committee per unit: an illustrative example
Section 4(1) requires a committee at every office or unit at a different place. In this example, used only for illustration:
| Unit | District | Headcount, including contract staff | Own Internal Committee? | Annual report goes to |
|---|---|---|---|---|
| Head office, Guindy | Chennai | 70 | Yes | Collector, Chennai |
| Plant, Sriperumbudur | Kancheepuram | 210, including contract workers | Yes | Collector, Kancheepuram |
| Engineering team, Siruseri | Chengalpattu | 30 | Yes | Collector, Chengalpattu |
| Sales office, Coimbatore | Coimbatore | 5 | No; the nodal officer and Local Committee route | Not applicable |
The plant's contract workers count under section 2(f), and on a shop floor with several shifts the committee's members should be reachable on each shift.
Companies: the Board's report
The Board's report of a company must state, under rule 8(5)(x) of the Companies (Accounts) Rules, 2014, that it has complied with the provisions on constituting the Internal Committee. An amendment in force from 14 July 2025 added the number of complaints received, the number disposed of and the number pending for more than ninety days. For a group with a city office and plants outside Chennai, we add up the figures across every committee and match them to the annual ROC filing.
The rules, at a glance
| Who must comply | Every employer with 10 or more employees must constitute an Internal Committee at each office or administrative unit (section 4) |
|---|---|
| Internal Committee | A senior woman employee as Presiding Officer, at least two employee members and one external member; at least half the members women; term of up to 3 years |
| Smaller workplaces | Complaints from workplaces with fewer than 10 employees, or against the employer, go to the Local Committee set up by the District Officer (section 6) |
| Complaint and inquiry | Complaint within 3 months of the incident (extendable by 3 months); inquiry completed within 90 days (sections 9 and 11) |
| Annual report | The Internal Committee reports each calendar year to the employer and the District Officer (section 21; rule 14) |
| Penalty | Fine up to ₹50,000; on a repeat offence, twice the punishment and possible cancellation of licence or registration (section 26) |
The Act and the 2013 Rules are the same in every state. What differs city to city is the District Officer you report to and the local administration behind the Local Committee.
Documents to keep ready
POSH Compliance fee in Chennai
| Item | Amount |
|---|---|
| Regikart professional fee: POSH set-up for a single workplace | From ₹9,499 |
| Additional offices or units, annual report preparation, training sessions and external member arrangements | Quoted on scope |
| Government fee | Nil |
Professional fees exclude GST at 18%. There is no government fee under the POSH Act. Fees verified on 25 October 2026.
The starting fee is for one workplace. A Chennai head office with a plant in Kancheepuram or Chengalpattu needs a committee and a report for each, so share your list of units and headcount and we will fix one fee for the set-up, the yearly reports, online training and any external member, in writing, before we start.
Working with us from Chennai
Regikart has no office in Chennai. We work remotely from Kolkata (head office), Delhi and Bengaluru: you upload documents, we return signed PDFs by e-mail, and originals go by courier when a hard copy is needed. Drafts are reviewed on video calls. Awareness sessions for staff and orientation for committee members are run online, with separate sessions for shifts where needed. WhatsApp +91 70444 94804 or write to [email protected].
The usual sequence
- List the units. Each site, its district and its headcount, counting contract and shift workers.
- Policy. Drafted to the Act and Rules, with the complaint route, timelines, confidentiality and the nodal officer route for small units.
- Committee orders. One written order for each unit that needs a committee, with a senior woman presiding and an external member.
- Display notice. For each premises, with committee contacts and the penal consequences.
- Training. Online sessions for staff and committee members, with attendance kept.
- Register. Complaint register and minutes format, and your SHe-Box entry.
- Annual report. For each committee, after the calendar year ends, addressed to its Collector.
The pace depends mainly on how soon the committee members and external member are confirmed.
Every year
Each committee files a report for the calendar year even when there were no complaints. We send reminders, keep track of committee terms of up to three years, refresh orders when members leave, and prepare the Board's report figures for companies.
