Turnover Certificate in Ahmedabad
For Gujarat tenders, bank limits and MSME schemes, for firms and companies alike, handled remotely
A large share of Ahmedabad's traders and manufacturers are proprietorships and partnership firms rather than companies. Their turnover certificate often has to be built from a tax audit report or an income-tax return, not from audited company accounts, and that changes what the certificate can say and how it is worded.
Regikart has no Ahmedabad office. We serve Ahmedabad clients remotely from Kolkata, Delhi and Bengaluru: you send the requirement and the records online, we confirm the right figure and reconcile it, and you receive a signed certificate with a UDIN the reader can verify on the ICAI portal.

Gujarat tenders on nProcure
Many Gujarat government departments and public sector undertakings run their e-tenders on nProcure at www.nprocure.com, operated by (n)Code Solutions, a division of GNFC, as described by the state's Gujarat Informatics Limited. Ahmedabad bidders meet that portal for state works and supply contracts, and they meet GeM and other central portals for PSUs and central offices. Municipal and board notices may use other platforms, so check the notice itself.
The qualifying criteria in these documents usually set an average annual turnover over a stated number of years and name the proof: audited accounts, a CA certificate or both. GeM bids commonly ask for three years and allow an exemption for micro and small enterprises, bid by bid. The certificate follows the clause in the document you are bidding on.
Firms, proprietors and the turnover for income tax
When the bidder is a company, the starting point is the audited financial statements. When it is a proprietorship or a partnership firm, there may be no statutory audit at all. What exists instead is:
- a tax audit report under section 44AB of the Income-tax Act, 1961, where turnover crossed the threshold for the year, which reports the turnover, or
- for a smaller business on presumptive taxation under section 44AD, an income-tax return declaring gross turnover, with no audited accounts behind it.
Both are legitimate bases, and the certificate has to name the one it uses. A clause demanding turnover "as per audited balance sheet" from a firm that was never audited cannot be met as written; we tell you so and suggest asking the buyer whether the tax audit report or the return will do.
The GST figure differs again. Aggregate turnover under the CGST Act counts exempt supplies and inter-State supplies between registrations of the same PAN, while the income-tax figure follows the books.
| Illustrative: FY 2025-26, Ahmedabad partnership firm trading in fabric | ₹ lakh |
|---|---|
| Turnover reported in the tax audit report | 640.0 |
| Add: stock transferred to own branch registered in Maharashtra | 55.0 |
| Aggregate turnover under GST for the PAN | 695.0 |
| Turnover excluding exports, for MSME purposes (no exports) | 640.0 |
A tender or bank that asks for turnover as per income-tax records gets ₹640.0 lakh. One framed on GST aggregate turnover gets ₹695.0 lakh, and the certificate says why. Where a firm's ITR, tax audit report and GST returns tell different stories that are not explained by transfers or timing, we resolve that before signing, not after. Sometimes the answer is a correction in a later GST return or in the ledger; sometimes it is simply a note on the certificate explaining a timing difference the reader would otherwise query.
Banks and the Ahmedabad trading pattern
Cash credit limits for Ahmedabad traders are sized on sales, and banks often ask for certified turnover for the year just ended before the tax audit is filed. We certify from the books and the GST returns, marked unaudited, and cross-check to bank statements. Projections and an assessed working capital limit are CMA data, a different document.
For MSME schemes, exports are excluded from turnover, and the Udyam registration picks up figures from the PAN and GSTIN, so make sure it reflects the latest return before applying.
Ahmedabad family businesses often trade through several firms owned by the same family, each with its own PAN and GSTIN. A turnover certificate reports one firm's figure. A bid cannot rely on a sister concern's turnover unless the notice permits a joint venture or consortium and the bid is made that way, and banks assess each borrower on its own sales. We certify each firm separately and never combine their figures on a single certificate.
The rules, at a glance
| Who can sign | A Chartered Accountant holding a certificate of practice from ICAI |
|---|---|
| UDIN | Required on every certificate signed on or after 1 February 2019; generated within 60 days of signing and verifiable by anyone at udin.icai.org |
| Records relied on | Audited financial statements, books of account, GST returns and income-tax returns, as the requester asks |
| Standard | ICAI's Guidance Note on Reports or Certificates for Special Purposes |
| Government fee | Nil |
Tenders, banks and schemes define turnover differently. The certificate states which figure it reports and the records it is drawn from.
Documents to keep ready
Turnover Certificate fee in Ahmedabad
| Item | Amount |
|---|---|
| Regikart professional fee: turnover certificate | Fee on quote after a free review |
| Government fee | No government fee |
| UDIN generation and verification | Free |
| Net worth certificate, where the same tender or bank asks for one | From ₹1,499 per certificate plus GST |
Professional fees exclude GST at 18%. Government fees, where they apply, are paid at actuals and shown separately. Fees verified on 25 October 2026.
The quote depends on how many years are certified, which records each year rests on, the number of GSTINs under the PAN, and whether the income-tax and GST figures need reconciling first. Send the requirement and the records and we confirm a fixed fee in writing before starting. The remote arrangement does not affect the fee, and a net worth certificate wanted by the same bid is quoted with it.
Working with us from Ahmedabad
Regikart has no office in Ahmedabad. We serve Ahmedabad clients remotely from our offices in Kolkata (head office), Delhi and Bengaluru. You upload the requirement, the accounts and the GST returns, or send them on WhatsApp at +91 70444 94804 or to [email protected]; we come back with the figure we can certify, its basis, the document list and a fixed fee. The signed certificate reaches you as a PDF by email, and we courier a hard copy where the tender or bank wants an original. nProcure and GeM both take scanned uploads, so for most bids the emailed PDF is enough; we courier the original only where the notice asks for it.
Timeline
There is no standard turnaround for a turnover certificate, because the work is in the records. Audited accounts and filed GST returns that already agree for every year in the period make it quick. An open year, books that have not been closed, or a gap between the accounts and the GST data that has to be reconciled first makes it longer. You get a date along with the quote, once we have reviewed the records.
Checking the UDIN
The certificate carries a UDIN generated on the ICAI portal when we sign; ICAI requires it on certificates signed on or after 1 February 2019, within 60 days of signing. Anyone relying on the certificate, from a tender committee to a bank's credit team, can verify it free at udin.icai.org with an OTP, without contacting us.
