Turnover Certificate in Delhi
For Delhi government tenders, GeM bids and bank limits, from our Arjun Nagar office
In Delhi a turnover certificate is usually wanted by someone sizing up a bidder: a Delhi government department, a central ministry or PSU buying through GeM, or a bank deciding how large a working capital limit to give. Each of them has its own definition of turnover, and a certificate that reports the wrong one is sent back however correct the number is.
Regikart's Delhi office is in Arjun Nagar, near Krishan Nagar. We read the bid clause or the bank's request first, reconcile your accounts to your GST returns across every GSTIN under your PAN, and sign with a UDIN the reader can verify without calling us.

Who needs one in Delhi
Delhi tenders and GeM: whose definition applies
Delhi bidders deal with two layers of buyer. The Government of NCT of Delhi publishes its tenders on its own eProcurement System at govtprocurement.delhi.gov.in, run with the National Informatics Centre. Central ministries, their attached offices and many PSUs based in Delhi buy through GeM or the central public procurement portal. The turnover requirement looks similar across them but the wording differs, and the wording decides the certificate.
A GeM bid typically states a "Minimum Average Annual Turnover of the bidder" for three years and accepts either audited balance sheets for those years or a certificate from a Chartered Accountant or Cost Accountant giving the turnover. If your audited accounts already show the figure plainly, you may not need a certificate at all; if they are for a group, or the bid wants the three years and the average on one page, a certificate is cleaner. Many GeM bids also exempt micro and small enterprises from the turnover and experience criteria, but that is a field in each bid, not a general rule, so check the bid document before you rely on it.
Delhi government and municipal notices sometimes ask for turnover from "similar works" or from a specific line of business, rather than total revenue. That is a narrower figure and needs the sales ledger split by contract or by activity. We certify it only where the books support the split. Where a notice asks for turnover "for the last three financial years" without naming them, we confirm with the buyer whether FY 2025-26 is meant to be included if its audit is still pending, rather than guess.
Many GSTINs, one PAN: the Delhi reconciliation
Delhi businesses often operate across state lines: a showroom or office in Delhi, a warehouse in Haryana or Uttar Pradesh, sometimes a branch further away. Each state is a separate GST registration, and that is where the turnover figures part company.
Aggregate turnover under section 2(6) of the CGST Act is computed on an all-India basis for the PAN and includes inter-State supplies between registrations of the same PAN. Your audited accounts, which are for the entity as a whole, eliminate those stock transfers. So the GST figure can be noticeably higher than revenue from operations without anything being wrong.
| Illustrative: FY 2025-26 | ₹ lakh |
|---|---|
| Revenue from operations as per audited accounts | 860.0 |
| Add: stock transfers from Delhi GSTIN to own Haryana warehouse | 140.0 |
| Less: unbilled revenue accounted at year end, invoiced in April | (25.0) |
| Aggregate turnover on the GST portal for the PAN | 975.0 |
A tender asking for turnover as per audited accounts gets ₹860.0 lakh. A requirement framed on GST aggregate turnover gets ₹975.0 lakh, and the certificate says so. What we will not do is put the higher GST figure on a certificate that claims to be drawn from the audited accounts. Evaluators who pull your GST data can see the gap, and a certificate that names its basis survives that check.
Manpower contracts and bank limits
For manpower and security agencies bidding in Delhi, the question is often what counts in turnover. Wages and statutory contributions billed to the client usually sit inside the invoice value and so inside both GST turnover and revenue, but some contracts are structured with reimbursements shown separately. We follow the accounts and the invoices as they are, and disclose the treatment where the bid is sensitive to it.
For bank limits, cash credit facilities for Delhi traders are sized on sales, and banks often want certified turnover at renewal before the audit is finished. That certificate is drawn from the books and the filed GST returns and is marked unaudited. If the bank wants projections and a working capital assessment, that is CMA data.
The rules, at a glance
| Who can sign | A Chartered Accountant holding a certificate of practice from ICAI |
|---|---|
| UDIN | Required on every certificate signed on or after 1 February 2019; generated within 60 days of signing and verifiable by anyone at udin.icai.org |
| Records relied on | Audited financial statements, books of account, GST returns and income-tax returns, as the requester asks |
| Standard | ICAI's Guidance Note on Reports or Certificates for Special Purposes |
| Government fee | Nil |
Tenders, banks and schemes define turnover differently. The certificate states which figure it reports and the records it is drawn from.
Documents to keep ready
Turnover Certificate fee in Delhi
| Item | Amount |
|---|---|
| Regikart professional fee: turnover certificate | Fee on quote after a free review |
| Government fee | No government fee |
| UDIN generation and verification | Free |
| Net worth certificate, where the same tender or bank asks for one | From ₹1,499 per certificate plus GST |
Professional fees exclude GST at 18%. Government fees, where they apply, are paid at actuals and shown separately. Fees verified on 24 October 2026.
The quote turns on the number of years certified, whether each is audited, how many GSTINs sit under your PAN, and whether the bid wants a narrower figure such as turnover from similar works. Send the bid clause and the accounts; we confirm a fixed fee in writing before starting. If the same bid asks for a net worth certificate, we quote both together.
Work with our Delhi office
Regikart's Delhi office is at 04 Malook Singh Marg, Arjun Nagar, Krishan Nagar, Delhi 110051. Bring the accounts and returns to the office, or send them on WhatsApp at +91 70444 94804 or to [email protected]. GeM bids close on a fixed date and time, so tell us the bid end date when you first write; we plan the work back from it. Our other offices are in Kolkata, the head office, and Bengaluru.
How long it takes
It depends on the records, not on the city. Where the audited accounts and filed GST returns for every year in the period are already with you, and the figures agree, the certificate is a short job. Where a year is unaudited, the books are not closed, or the books and the GST returns disagree and have to be reconciled first, it takes longer. We give you a date with the quote, after the free review, rather than a promise before we have seen the records.
How the reader checks it
Every certificate carries a UDIN generated on the ICAI portal when we sign. The tender evaluator, the bank's credit officer or the scheme officer can verify it themselves at udin.icai.org, free, by entering the UDIN and confirming an OTP. They do not need to call us, and we are alerted when a verification happens.
