Turnover Certificate in Chennai
For Tamil Nadu tenders, OEM vendor registration and bank limits, handled remotely
In Chennai, the reader of a turnover certificate is as likely to be a vehicle or equipment maker's supplier development team as a tender committee. Tamil Nadu departments, central PSUs, banks and OEMs all ask for certified turnover, and each one reads the word a little differently.
Regikart has no Chennai office. We serve Chennai clients remotely from Kolkata, Delhi and Bengaluru: you share the requirement and the records online, we confirm which figure fits and reconcile it to your returns, and the signed certificate carries a UDIN that anyone can verify on the ICAI portal.

Tamil Nadu tenders under the Transparency in Tenders Act
Procurement by Tamil Nadu departments and public bodies is governed by the Tamil Nadu Transparency in Tenders Act, 1998 and its rules, and bids are submitted on the state's designated e-procurement portal at tntenders.gov.in, developed by the National Informatics Centre. The state began e-submission for tenders above ₹10 lakh as a pilot in October 2007 and extended it to procuring entities under the Act from January 2008. Qualifying criteria in these documents typically include an average annual turnover over a set number of recent years, with the form of proof spelt out in the notice.
Central buyers in Chennai, including PSUs, port bodies and defence establishments, use GeM or their own portals. A GeM bid commonly asks for a minimum average annual turnover over three years and accepts audited balance sheets or a CA certificate. Micro and small enterprises may be exempted from that criterion, depending on the bid.
OEM vendor registration: what Chennai suppliers get asked
Vehicle and equipment makers and their Tier-1 suppliers usually want certified turnover when they register a new vendor and again at periodic reviews, alongside a net worth figure and a list of customers. There is no prescribed format; the customer's vendor form sets the fields. We fill them in as asked, give each year separately, and say whether the figures are audited.
Auto component accounts carry three items that make the books and the GST returns drift apart:
- Retrospective price revisions. An OEM settles a price increase months later, and you raise a supplementary invoice or a debit note in a later period, sometimes the next financial year.
- Credit notes for rejections, line returns and volume discounts, which may be issued after the year end.
- Tooling and development charges recovered from the customer, which may be revenue in the accounts in one year and invoiced in another.
| Illustrative: FY 2025-26, Chennai component supplier | ₹ lakh |
|---|---|
| Revenue from operations as per audited accounts | 1,180.0 |
| Less: price revision accrued in FY 2025-26, supplementary invoice in May 2026 | (42.0) |
| Add: credit notes for rejections booked in the accounts, issued after 31 March | 16.0 |
| Less: tooling recovery recognised as revenue, invoiced in FY 2026-27 | (24.0) |
| Taxable value reported in GST returns for FY 2025-26 | 1,130.0 |
A vendor form or tender asking for turnover as per audited accounts gets ₹1,180.0 lakh. One asking for turnover as per GST returns gets ₹1,130.0 lakh. Both are net of GST, which is never part of turnover on either basis. We keep the reconciliation on file in case the reader compares the certificate with the GST data.
Banks and MSME status
Chennai banks renewing a cash credit limit often want certified sales for the year just closed, before the audit is done. We certify from the books and the filed returns, marked unaudited, and cross-check to bank credits for a part year. Projections and an assessed limit belong in CMA data. For MSME schemes, exports are left out of the turnover count, so an exporting component maker can sit in a smaller category than its revenue suggests. Keep the Udyam registration current if the figures have moved.
Freight forwarders and customs brokers
Logistics businesses near the Chennai and Ennore ports collect large sums from clients that are not their own income: customs duty, port charges and shipping line freight paid on the client's behalf. Where these are incurred as a pure agent under rule 33 of the CGST Rules, they are left out of the value of supply, and in the accounts they are usually treated as reimbursements rather than revenue. The turnover a principal or lender should see is the agency, handling and service income. We certify that, and if the reader also wants the volume of reimbursements, we show it separately and labelled.
The rules, at a glance
| Who can sign | A Chartered Accountant holding a certificate of practice from ICAI |
|---|---|
| UDIN | Required on every certificate signed on or after 1 February 2019; generated within 60 days of signing and verifiable by anyone at udin.icai.org |
| Records relied on | Audited financial statements, books of account, GST returns and income-tax returns, as the requester asks |
| Standard | ICAI's Guidance Note on Reports or Certificates for Special Purposes |
| Government fee | Nil |
Tenders, banks and schemes define turnover differently. The certificate states which figure it reports and the records it is drawn from.
Documents to keep ready
Turnover Certificate fee in Chennai
| Item | Amount |
|---|---|
| Regikart professional fee: turnover certificate | Fee on quote after a free review |
| Government fee | No government fee |
| UDIN generation and verification | Free |
| Net worth certificate, where the same tender or bank asks for one | From ₹1,499 per certificate plus GST |
Professional fees exclude GST at 18%. Government fees, where they apply, are paid at actuals and shown separately. Fees verified on 25 October 2026.
The fee turns on how many years are certified, whether each is audited, how many GSTINs feed the figure, and how much year-end price revision and credit note work has to be reconciled. Share the requirement and the accounts and we confirm a fixed fee in writing first. Being served remotely does not change it, and a net worth certificate for the same vendor form or bid is quoted together.
Working with us from Chennai
Regikart has no office in Chennai. We serve Chennai clients remotely from our offices in Kolkata (head office), Delhi and Bengaluru. You upload the requirement, the accounts and the GST returns, or send them on WhatsApp at +91 70444 94804 or to [email protected]; we come back with the figure we can certify, its basis, the document list and a fixed fee. The signed certificate reaches you as a PDF by email, and we courier a hard copy where the tender or bank wants an original. OEM vendor portals usually take a PDF upload, so the emailed copy is often all you need.
Timeline
There is no standard turnaround for a turnover certificate, because the work is in the records. Audited accounts and filed GST returns that already agree for every year in the period make it quick. An open year, books that have not been closed, or a gap between the accounts and the GST data that has to be reconciled first makes it longer. You get a date along with the quote, once we have reviewed the records.
Checking the UDIN
The certificate carries a UDIN generated on the ICAI portal when we sign; ICAI requires it on certificates signed on or after 1 February 2019, within 60 days of signing. Anyone relying on the certificate, from a tender committee to a bank's credit team, can verify it free at udin.icai.org with an OTP, without contacting us.
