Turnover Certificate in Kolkata
For state tenders, bank limits and MSME schemes, from our Lake Town head office
A Kolkata turnover certificate is most often wanted for one of three readers: a West Bengal department or municipal body evaluating a bid, a bank renewing a cash credit limit, or a scheme officer checking whether you are still a micro or small enterprise. Each reads "turnover" in its own way, and the certificate has to state the figure that reader asked for.
Regikart's head office is in Lake Town, and we work with contractors, traders and manufacturers across Kolkata and Howrah. We read the tender clause or the bank's letter first, reconcile your accounts against your GST returns, and sign with a UDIN the reader can check without contacting us.

West Bengal tenders: two portals and a three-year average
State procurement in West Bengal runs online. A Finance Department memorandum made e-tendering through the state portal, wbtenders.gov.in, mandatory for government procurement of ₹5 lakh and above. Since then the state has moved to a newer portal, tenders.wb.gov.in, and by a Finance Department memo of 12 August 2026 the Public Works, Public Health Engineering, Panchayat and Rural Development, Irrigation and Waterways, and Health and Family Welfare departments, along with all District Magistrate and Zilla Parishad offices, float fresh e-tenders only on the new portal. Check which portal your notice is on; the turnover clause itself does not change with the portal.
What does vary is the wording. A West Bengal works tender usually asks for an average annual turnover over a stated number of financial years, often three, against a minimum the notice sets, and asks for the supporting document to be uploaded with the technical bid. Some say "as per audited accounts"; some ask for a CA certificate; some want both. We draft to the exact words in your notice, show each year's figure and the average, and name the records relied on, so the evaluation committee does not have to calculate anything or guess the basis.
The same applies to central buyers with offices in Kolkata. Suppliers to railways, ports and central PSUs bid on the central portals, and a GeM bid typically shows the requirement as a "Minimum Average Annual Turnover of the bidder" for three years, with audited balance sheets or a CA's certificate accepted as evidence. Micro and small enterprises are often exempted from that criterion in the bid, but the exemption is set bid by bid, so read yours.
The reconciliation that trips up Kolkata contractors
For a contractor working for government, the figure in the books and the figure in the GST returns rarely match exactly, and evaluators increasingly check one against the other.
The usual reasons are ordinary. Running bills are certified by the department in one month and the GST invoice is raised in another. Retention money and security deposits are deducted from the bill. Government departments deduct TDS under section 51 of the CGST Act and that deduction shows on your GST portal against the contract value they recorded, which may not be the value you booked. Add a year-end bill accounted in March but invoiced in April, and the difference is real but explainable.
We reconcile before we sign. Here is the shape of it, for an illustrative Kolkata civil contractor:
| Illustrative: FY 2025-26 | ₹ lakh |
|---|---|
| Revenue from operations as per audited accounts | 412.0 |
| Less: bill certified 28 March, GST invoice issued in April | (18.5) |
| Add: April 2025 invoice for work accounted in FY 2024-25 | 11.0 |
| Less: other income shown as revenue in books (scrap sale treated separately) | (2.5) |
| Taxable value declared in GSTR-1 and GSTR-3B | 402.0 |
The certificate reports the figure the tender asked for, usually the audited ₹412.0 lakh, and the reconciliation sits in our file in case the evaluator queries it. If the tender asks for turnover as per GST returns instead, the certificate says so and reports ₹402.0 lakh. Either way, the number on the page is one a record supports.
Banks and MSME status in West Bengal
Cash credit and overdraft limits for Kolkata traders are typically sized on sales, so at renewal a bank may ask for certified turnover for the year just ended before the audit is done. That certificate is drawn from the books and the GST returns and says it is unaudited. Where the bank wants projected turnover and a working capital computation rather than a single figure, that is CMA data, not a turnover certificate.
For MSME schemes and Udyam classification, remember that exports are excluded from turnover. A Kolkata tea or jute house with export sales can have revenue well above the micro limit and still be micro on the MSME basis. Update your Udyam registration first if the figures have moved.
The rules, at a glance
| Who can sign | A Chartered Accountant holding a certificate of practice from ICAI |
|---|---|
| UDIN | Required on every certificate signed on or after 1 February 2019; generated within 60 days of signing and verifiable by anyone at udin.icai.org |
| Records relied on | Audited financial statements, books of account, GST returns and income-tax returns, as the requester asks |
| Standard | ICAI's Guidance Note on Reports or Certificates for Special Purposes |
| Government fee | Nil |
Tenders, banks and schemes define turnover differently. The certificate states which figure it reports and the records it is drawn from.
Documents to keep ready
Turnover Certificate fee in Kolkata
| Item | Amount |
|---|---|
| Regikart professional fee: turnover certificate | Fee on quote after a free review |
| Government fee | No government fee |
| UDIN generation and verification | Free |
| Net worth certificate, where the same tender or bank asks for one | From ₹1,499 per certificate plus GST |
Professional fees exclude GST at 18%. Government fees, where they apply, are paid at actuals and shown separately. Fees verified on 24 October 2026.
The quote depends on how many years are certified, whether each year is audited, how many GSTINs feed the figure, and whether a books-to-GST reconciliation has to be built first. Send the tender clause and the accounts and we confirm a fixed fee in writing before any work starts. Where a West Bengal tender also asks for a net worth certificate, we quote both together.
Work with our Kolkata head office
Regikart's head office is at 129A Bangur Avenue, Block A, Lake Town, Kolkata 700055. You can drop the accounts and bills at the office, which helps when a contractor's running bills and work orders run to many pages, or send everything on WhatsApp at +91 70444 94804 or to [email protected]. The signed certificate is handed over at the office or sent by scan and courier, whichever the tender or bank wants.
How long it takes
It depends on the records, not on the city. Where the audited accounts and filed GST returns for every year in the period are already with you, and the figures agree, the certificate is a short job. Where a year is unaudited, the books are not closed, or the books and the GST returns disagree and have to be reconciled first, it takes longer. We give you a date with the quote, after the free review, rather than a promise before we have seen the records.
How the reader checks it
Every certificate carries a UDIN generated on the ICAI portal when we sign. The tender evaluator, the bank's credit officer or the scheme officer can verify it themselves at udin.icai.org, free, by entering the UDIN and confirming an OTP. They do not need to call us, and we are alerted when a verification happens.
