Turnover Certificate in Mumbai
For tenders, bank limits and MSME schemes, handled remotely from our offices in Kolkata, Delhi and Bengaluru
Mumbai businesses ask for turnover certificates for the same readers as anywhere else: a Maharashtra or central buyer evaluating a bid, a bank sizing a limit, a principal or foreign buyer checking scale. What makes Mumbai distinctive is the trade: imports, high-sea sales and merchant trading put sales in the books that never appear in the GST returns.
Regikart does not have a Mumbai office. We serve Mumbai clients remotely from our offices in Kolkata, Delhi and Bengaluru: you send the requirement and the records by email or WhatsApp, we reconcile and draft, and the signed certificate carries a UDIN the reader can verify online.

Maharashtra tenders and the bids Mumbai firms answer
Maharashtra government procurement runs through the state's e-tendering portal at mahatenders.gov.in, which bodies such as MHADA list as their main portal in their tender notices. Municipal corporations and state undertakings in and around Mumbai publish there or on their own portals, and the qualifying criteria usually include a minimum average annual turnover over a stated number of years.
Mumbai firms also bid widely for central buyers and PSUs through GeM. A GeM bid typically states a "Minimum Average Annual Turnover of the bidder" for three years and accepts audited balance sheets or a CA's certificate as evidence, and many bids carry an exemption for micro and small enterprises that is set bid by bid. The certificate follows the clause in the document you are bidding on, not a standard Mumbai format, because there is none.
Sales that never reach your GST returns
For a Mumbai trading business the gap between revenue in the accounts and turnover under GST can be large and entirely legitimate.
Schedule III of the CGST Act treats certain transactions as neither a supply of goods nor a supply of services. Two matter here: merchant trading, where goods move from one place outside India to another without entering India, and high-sea sales, where goods are sold on before clearance for home consumption. Both produce real sales in your books and real income in your income-tax return, but no outward supply in GSTR-1. Add stock transfers to your own warehouses in other states, which do appear in GST aggregate turnover but are eliminated in the accounts, and three honest figures can look very different.
| Illustrative: FY 2025-26, Mumbai trading company | ₹ lakh |
|---|---|
| Revenue from operations as per audited accounts | 1,450.0 |
| Less: merchant trading sales (Schedule III, no GST supply) | (380.0) |
| Less: high-sea sales before customs clearance | (120.0) |
| Add: stock transfers to own Gujarat warehouse | 90.0 |
| Aggregate turnover under GST for the PAN | 1,040.0 |
A tender or bank asking for turnover as per audited accounts gets ₹1,450.0 lakh, and the certificate can note the merchant trading component if the reader is likely to compare it with your GST data. A requirement framed on GST turnover gets ₹1,040.0 lakh. For MSME purposes, exports are excluded under the classification notification, so we work through which of these sales count as exports before giving a figure for a scheme.
Banks, principals and foreign buyers
Lenders sizing a Mumbai trader's limit look at sales, and often want certified turnover at renewal before the audit is signed. We certify from the books and filed returns, mark the figures unaudited, and cross-check against bank receipts for any part year. Where the bank wants projections and a working capital assessment, that is CMA data.
Principals appointing a distributor and foreign buyers vetting a supplier rarely prescribe a format. We draft to their request, state the period and basis plainly, and keep the language suitable for a reader outside India.
One more Mumbai pattern is worth flagging. Commission agents, indenting agents and consignment sellers often describe their business by the value of goods they move, but their turnover in the accounts is the commission they earn, and on consignment the principal's sales are not theirs. A buyer or bank that asks for "turnover" from an agent usually wants to understand both numbers. We certify the revenue the accounts actually record, and where the reader needs the value of goods handled, we state it separately as a figure drawn from the sales and consignment records, clearly labelled, never added into turnover. The same discipline applies to reimbursements and freight recovered from customers: they are reported as the accounts treat them, and the certificate says so.
The rules, at a glance
| Who can sign | A Chartered Accountant holding a certificate of practice from ICAI |
|---|---|
| UDIN | Required on every certificate signed on or after 1 February 2019; generated within 60 days of signing and verifiable by anyone at udin.icai.org |
| Records relied on | Audited financial statements, books of account, GST returns and income-tax returns, as the requester asks |
| Standard | ICAI's Guidance Note on Reports or Certificates for Special Purposes |
| Government fee | Nil |
Tenders, banks and schemes define turnover differently. The certificate states which figure it reports and the records it is drawn from.
Documents to keep ready
Turnover Certificate fee in Mumbai
| Item | Amount |
|---|---|
| Regikart professional fee: turnover certificate | Fee on quote after a free review |
| Government fee | No government fee |
| UDIN generation and verification | Free |
| Net worth certificate, where the same tender or bank asks for one | From ₹1,499 per certificate plus GST |
Professional fees exclude GST at 18%. Government fees, where they apply, are paid at actuals and shown separately. Fees verified on 24 October 2026.
The quote depends on how many years are certified, whether each is audited, how many GSTINs sit under your PAN, and how much of your trade is merchant trading, high-sea sales or exports that need separating out. Send the requirement and the accounts and we confirm a fixed fee in writing before starting. Serving you remotely does not change the fee.
Working with us from Mumbai
Regikart has no Mumbai office; we serve Mumbai clients remotely from our offices in Kolkata (head office), Delhi and Bengaluru. Send the requirement, accounts and GST returns on WhatsApp at +91 70444 94804 or to [email protected], and we reply with the basis we will certify, the document list and the fee. Questions are handled on a call. The signed certificate is sent as a scan, with the original couriered to you where the tender or bank wants the physical copy.
How long it takes
It depends on the records, not on the city. Where the audited accounts and filed GST returns for every year in the period are already with you, and the figures agree, the certificate is a short job. Where a year is unaudited, the books are not closed, or the books and the GST returns disagree and have to be reconciled first, it takes longer. We give you a date with the quote, after the free review, rather than a promise before we have seen the records.
How the reader checks it
Every certificate carries a UDIN generated on the ICAI portal when we sign. The tender evaluator, the bank's credit officer or the scheme officer can verify it themselves at udin.icai.org, free, by entering the UDIN and confirming an OTP. They do not need to call us, and we are alerted when a verification happens.
