Turnover Certificate in Bengaluru
For tenders, bank limits and MSME schemes, with export and subscription revenue handled properly
Bengaluru turnover certificates have a particular difficulty: a large share of the businesses asking for them earn export revenue or bill subscriptions in advance. Both of those make the turnover in the accounts, the turnover under GST and the turnover for MSME purposes three visibly different numbers, and the reader wants exactly one of them.
Regikart's Bengaluru office is on N.R. Road. We work for software and services companies, startups raising working capital, and manufacturers bidding for Karnataka and central tenders. We read the requirement first, reconcile the figures, and sign with a UDIN the reader can verify on the ICAI portal.

Who needs one in Bengaluru
Karnataka tenders and the bidders who answer them
Karnataka government procurement runs on the Karnataka Public Procurement Portal at kppp.karnataka.gov.in, built to support the Karnataka Transparency in Public Procurement Act, 1999 and run through the state's Centre for e-Governance. Departments, boards and local bodies publish their notices there, and the qualifying criteria usually include an average annual turnover over a stated number of years.
Bengaluru bidders also answer a lot of central demand: defence and aerospace PSUs, research institutions and central offices buy through GeM and their own portals. A GeM bid typically sets a "Minimum Average Annual Turnover of the bidder" for three years and accepts audited balance sheets or a CA's certificate as evidence; many carry an exemption for micro and small enterprises, set bid by bid. For IT empanelments, the request often asks for turnover from a particular line, such as software development or IT services, rather than total revenue. That narrower figure needs revenue split by segment in the books, and we certify it only where the books support the split.
Startups bidding for their first government work meet a second problem: the turnover floor assumes three completed years, and a young company may have one or two. The certificate cannot fill the gap, but it can show exactly what exists, year by year and for the current year to date, and an MSE exemption or a startup relaxation in the bid, where one is offered, does the rest. Read the eligibility section of the notice for both before you decide the bid is out of reach.
Export revenue and advance billing: three figures, one certificate
Two features of Bengaluru businesses drive most of our reconciliations.
Exports of services. A software company exporting under a letter of undertaking reports that revenue in its accounts, and the zero-rated supplies count in GST aggregate turnover too. But MSME classification excludes exports: the notification that set the current framework (S.O. 2119(E) of 26 June 2020) says exports of goods or services are excluded while calculating turnover. So a company with most of its revenue from abroad can be well over the micro limit on its accounts and still micro for MSME purposes.
Subscriptions and milestones. Annual subscriptions invoiced in advance attract GST when invoiced, but revenue in the accounts is recognised over the service period. Milestone contracts can work the other way, with revenue recognised before the invoice. Either way, GST turnover and revenue drift apart at the year end.
| Illustrative: FY 2025-26, Bengaluru SaaS company | ₹ lakh |
|---|---|
| Revenue from operations as per audited accounts | 620.0 |
| Add: advance billing invoiced in FY 2025-26, revenue deferred to next year | 75.0 |
| Less: revenue recognised from billing done in FY 2024-25 | (48.0) |
| Aggregate turnover under GST (including zero-rated exports) | 647.0 |
| Of the audited revenue, exports of services | 410.0 |
| Turnover for MSME classification (audited revenue less exports) | 210.0 |
An empanelment asking for turnover as per audited accounts gets ₹620.0 lakh. A scheme applying the MSME definition is looking at ₹210.0 lakh. A requirement framed on GST gets ₹647.0 lakh. The certificate states one figure, its basis and the records it comes from.
Bank limits for growing companies
Bengaluru lenders sizing a working capital limit for a young company often want the latest year's turnover before the audit is signed, and sometimes a part-year figure. We certify from the books and the GST returns and say plainly that the figures are unaudited. For a part year, we also cross-check against bank receipts. Where a company has raised equity during the year, we keep investor money and grants out of the turnover figure; a lender reading a young company's certificate should see sales, not funding. Where the lender wants projections and an assessed working capital requirement, that is CMA data, not a turnover certificate.
The rules, at a glance
| Who can sign | A Chartered Accountant holding a certificate of practice from ICAI |
|---|---|
| UDIN | Required on every certificate signed on or after 1 February 2019; generated within 60 days of signing and verifiable by anyone at udin.icai.org |
| Records relied on | Audited financial statements, books of account, GST returns and income-tax returns, as the requester asks |
| Standard | ICAI's Guidance Note on Reports or Certificates for Special Purposes |
| Government fee | Nil |
Tenders, banks and schemes define turnover differently. The certificate states which figure it reports and the records it is drawn from.
Documents to keep ready
Turnover Certificate fee in Bengaluru
| Item | Amount |
|---|---|
| Regikart professional fee: turnover certificate | Fee on quote after a free review |
| Government fee | No government fee |
| UDIN generation and verification | Free |
| Net worth certificate, where the same tender or bank asks for one | From ₹1,499 per certificate plus GST |
Professional fees exclude GST at 18%. Government fees, where they apply, are paid at actuals and shown separately. Fees verified on 24 October 2026.
The quote depends on how many years are certified, whether each is audited, and whether exports, deferred revenue or a segment split have to be reconciled first. Send the requirement and the accounts and we confirm a fixed fee in writing before starting. If the same tender asks for a net worth certificate, we quote both together.
Work with our Bengaluru office
Regikart's Bengaluru office is at 26 Krishnalaya Complex, 4th Cross, N.R. Road, Bengaluru 560002. You can work with us entirely online: send the requirement, the accounts and the GST returns on WhatsApp at +91 70444 94804 or to [email protected], and we come back with the basis, the document list and the fee. You can also meet us at the office. Our other offices are in Kolkata, the head office, and Delhi.
How long it takes
It depends on the records, not on the city. Where the audited accounts and filed GST returns for every year in the period are already with you, and the figures agree, the certificate is a short job. Where a year is unaudited, the books are not closed, or the books and the GST returns disagree and have to be reconciled first, it takes longer. We give you a date with the quote, after the free review, rather than a promise before we have seen the records.
How the reader checks it
Every certificate carries a UDIN generated on the ICAI portal when we sign. The tender evaluator, the bank's credit officer or the scheme officer can verify it themselves at udin.icai.org, free, by entering the UDIN and confirming an OTP. They do not need to call us, and we are alerted when a verification happens.
