FSSAI Registration in Bangalore
Basic registration, State and Central licences on FoSCoS, from our N.R. Road office
Every food business in Bengaluru needs an FSSAI registration or licence for each premises, from a darshini in Basavanagudi to a cloud kitchen in HSR Layout or a warehouse on Hosur Road. Since 1 April 2026 a Basic registration covers turnover up to ₹1.5 crore, so many cafes, bakeries and delivery-only kitchens now take the simpler Form A instead of a State licence. Regikart has an office on N.R. Road, near the city market.
Our FSSAI registration guide covers the national rules. This page covers what is particular to Bengaluru: Karnataka's food safety set-up, the city's trade licence now that BBMP has given way to the Greater Bengaluru set-up, and the multi-kitchen brands the city is known for.

Which food businesses in Bengaluru need FSSAI
Karnataka's food safety set-up
Food safety in Karnataka sits with the Commissioner of Food Safety, Karnataka, under the Health and Family Welfare set-up. Each district has a Designated Officer who acts as the licensing authority, with Food Safety Officers carrying out inspections. Bengaluru's premises fall mostly in Bengaluru Urban district, but a warehouse in Hoskote or a unit near Nelamangala is in Bengaluru Rural, so the officer depends on the address you enter on FoSCoS. We fix the district from the exact address before filing.
Central licences, for importers, e-commerce platforms and turnover above ₹50 crore, go to FSSAI's regional office in Bengaluru, at the BSNL Telephone Exchange building in Vijayanagar, not to the state.
The trade licence alongside FSSAI
A Bengaluru food business also needs a trade licence from the city's municipal body. For years that was BBMP. Under the Greater Bengaluru governance law of 2025, the city now comes under the Greater Bengaluru Authority and new city corporations, and trade licensing has moved with it. The licence is issued for a trade at a premises. Areas outside the old BBMP limits, such as parts of Hoskote or Anekal, deal with their own local bodies. We confirm the issuing office for your address, and we do not quote municipal fees.
Common Bengaluru cases
- A restaurant with one premises takes Basic or State by turnover; a chain across Indiranagar, Jayanagar and Whitefield needs one credential per outlet.
- A cloud kitchen brand running five kitchens needs five credentials, one per kitchen, even if one company owns them all.
- A home baker usually takes a Basic registration for the home kitchen.
- A marketplace or delivery app seller licenses its own kitchen or warehouse by turnover. A D2C brand selling through its own website or app needs a Central licence.
- A trader importing coffee, cocoa or specialty ingredients needs a Central licence for importing, whatever the turnover.
- A dark store or warehouse storing food for a quick-commerce platform needs its own credential as storage.
Worked example: a Bengaluru cloud kitchen brand
Illustrative only. A company runs a biryani brand from three kitchens and a central commissary, and also sells ready-to-cook kits on its own app.
| Premises or activity | Turnover | Credential |
|---|---|---|
| Kitchen, HSR Layout | ₹1.1 crore | Basic registration |
| Kitchen, Whitefield | ₹1.8 crore | State licence |
| Kitchen, Yelahanka | ₹70 lakh | Basic registration |
| Commissary, Peenya (supplies the kitchens) | ₹4 crore | State licence (manufacturer) |
| Own-app sales of kits | Any | Central licence (e-commerce) |
Each kitchen's listing on the delivery apps carries that kitchen's own number. The Whitefield kitchen crossed ₹1.5 crore, so it moves to a State licence; we track turnover per kitchen, not per brand, so the right premises is upgraded.
Co-packers, D2C brands and older licences
Many Bengaluru food brands do not cook or pack anything themselves. They use a co-packer in Peenya or Bommasandra and sell under their own name. The co-packer's premises must hold its own licence covering the products it makes. The brand owner needs its own credential too, and if it sells through its own website or app, that is a Central licence. The pack should carry the numbers the labelling rules require, which usually means the brand owner's and, where different, the manufacturer's, so we check the label artwork against the credentials before printing.
Older licences are the other common question. A Koramangala cafe that took a State licence when the Basic limit was ₹12 lakh may now fall under Basic registration if its turnover is under ₹1.5 crore. An existing licence stays valid, so there is no rush, but we look at the FoSCoS dashboard for any end date shown on a licence issued before 1 April 2026 and plan the change around the next annual fee.
Finally, the kind of business chosen on FoSCoS must match the premises. A kitchen that also bottles sauces for retail is a manufacturer as well as a food service business, and that changes the form and the documents.
The rules, at a glance
| Basic registration | Turnover up to ₹1.5 crore; Form A; issued by the registering authority (state or local food safety office) |
|---|---|
| State licence | Turnover above ₹1.5 crore and up to ₹50 crore; Form B; issued by the State licensing authority |
| Central licence | Turnover above ₹50 crore, and whatever the turnover for importers, e-commerce food platforms (and brands selling through their own website or app), 100% EOUs and other listed activities |
| Validity | Perpetual for registrations and licences issued under the rules in force from 1 April 2026; no renewal cycle |
| Where you apply | Online on FoSCoS (foscos.fssai.gov.in); one credential per premises |
| Government fee | As prescribed by FSSAI for the category, paid on FoSCoS |
The bands and forms are the same in every state. What differs by city is the food safety office that handles your application, the inspections it runs and the municipal trade licence that sits alongside FSSAI.
Documents to keep ready
FSSAI Registration fee in Bengaluru
| Item | Amount |
|---|---|
| Regikart professional fee, FSSAI registration or licence application | From ₹1,999 |
| Government fee | As prescribed by FSSAI for your category, paid on FoSCoS |
| Modification, additional premises or annual return support | Quoted on scope |
Professional fees exclude GST at 18%. The FoSCoS eligibility sheet updated on 1 April 2026 lists the Basic registration fee at ₹100 per year; licence fees depend on the category, and we confirm the amount before you pay. Fees checked on 25 October 2026.
The ₹1,999 starting fee covers one registration or licence application for one premises: the category check, Form A or Form B filing on FoSCoS, document review and replies to queries. A Bengaluru brand with several kitchens needs one credential per kitchen, so we quote the whole set together once we have your list of premises and turnover by kitchen. Trade licence fees are paid to the municipal body.
Working with our Bengaluru office
Our Bengaluru office is at 26 Krishnalaya Complex, 4th Cross, N.R. Road, Bengaluru 560002. You can bring your documents there and meet the team, or send everything on WhatsApp at +91 70444 94804 or to [email protected]. We also have offices in Kolkata (head office) and Delhi.
The usual sequence
- Category check: we test each premises' activity and turnover against the 2026 bands and the activities that need a Central licence.
- Documents: you send identity, premises proof and the product list; for a licence, the layout plan, equipment list and food safety plan as well.
- FoSCoS filing: we file Form A for a registration or Form B for a licence, and you pay the government fee on FoSCoS.
- Inspection where ordered: the authority may inspect the premises before deciding, more often for a licence. We reply to any query.
- Issue: the certificate with your 14-digit number is available on FoSCoS, and we send it to you with a checklist.
Timelines depend on the authority and on whether an inspection is ordered, so we do not promise a number of days.
What to keep up to date
- Modification: file a modification when the address, products, kind of business, ownership or turnover band changes.
- Annual fee: pay it on FoSCoS every year, even though the credential no longer expires.
- Annual return: licensed manufacturers and importers file Form D-1 on FoSCoS by 31 May for the previous financial year.
- Display: keep the certificate on display at the premises, cart or vehicle.
- Labels: print the number of the credential that covers the premises where the food is made or packed, and give the same number to every app and marketplace you sell on.
