FSSAI Registration in Mumbai
Basic registration, State and Central licences on FoSCoS for Mumbai food businesses, handled remotely
Every food business in Mumbai needs an FSSAI registration or licence for each premises, from a vada pav stall in Dadar to a restaurant in Bandra or a warehouse in Bhiwandi. Since 1 April 2026 a Basic registration covers turnover up to ₹1.5 crore, so many cafes, cloud kitchens and home bakers now take the simpler Form A instead of a State licence.
We do not have an office in Mumbai. We serve Mumbai food businesses remotely from our offices in Kolkata (head office), Delhi and Bengaluru, with documents uploaded and signed copies sent by email. Our FSSAI registration guide covers the national rules; this page covers Maharashtra's food safety set-up, the BMC health licence and the premises on Mumbai's edge.

Which food businesses in Mumbai need FSSAI
Maharashtra's food safety set-up
In Maharashtra, food safety sits with the Food and Drug Administration (FDA), Maharashtra, whose Commissioner is also the Commissioner of Food Safety. The FDA's headquarters and its Joint Commissioner office for Greater Mumbai are both at Survey No. 341, Bandra Kurla Complex, Bandra East. Premises in Thane, Bhiwandi and Navi Mumbai fall under the FDA's Konkan Division, whose Joint Commissioner office is at Wagle Estate, Thane. Registrations and State licences are issued by the Designated Officer for the area, with Food Safety Officers carrying out inspections.
So the officer depends on the address you enter on FoSCoS. Central licences, for importers, e-commerce platforms and turnover above ₹50 crore, go to FSSAI's Western Region office in Bandra East instead.
The BMC health licence alongside FSSAI
FSSAI is not the only permission. Within Greater Mumbai, the Brihanmumbai Municipal Corporation (BMC) issues a health licence under sections 394 and 412A of the Mumbai Municipal Corporation Act for trades it regulates, with separate tracks for trades that use a flame and those that do not, so a kitchen with burners is treated differently from a packaged food counter. You apply online through the BMC's Common Business Application on its portal. Premises in Thane, Navi Mumbai or Bhiwandi deal with their own municipal corporations. Fire and shop registration requirements are separate, and we do not quote municipal fees. We help with the FSSAI side and tell you what the trade licence side needs.
Common Mumbai cases
- A restaurant with one premises takes Basic or State by turnover; a chain needs one credential per outlet.
- A cloud kitchen brand running kitchens in Andheri and Powai needs one credential per kitchen, and each kitchen its own BMC health licence.
- A home baker usually takes a Basic registration for the home kitchen.
- A marketplace seller licenses its own kitchen or warehouse by turnover. A D2C brand selling through its own website or app needs a Central licence.
- A trader importing through Nhava Sheva needs a Central licence for importing, whatever the turnover.
- A registered street vendor under the Street Vendors Act is deemed registered under FSSAI for that activity.
Worked example: an importer with a Mumbai cafe
Illustrative only. A company imports specialty coffee, stores it in Bhiwandi, roasts it in a Thane unit and runs a cafe in Bandra.
| Premises or activity | FDA office | Turnover | Credential |
|---|---|---|---|
| Importing (registered office, Fort) | FSSAI Western Region | Any | Central licence (importer) |
| Warehouse, Bhiwandi | Konkan Division | ₹2 crore | State licence (storage) |
| Roasting unit, Thane | Konkan Division | ₹3.5 crore | State licence (manufacturer) |
| Cafe, Bandra | Greater Mumbai | ₹90 lakh | Basic registration, plus a BMC health licence |
The roasted coffee packs carry the Thane unit's licence number, and the importer's Central licence number goes on the import documents.
Older licences and the Mumbai edge
Many Mumbai restaurants and caterers took a State licence when the Basic limit was ₹12 lakh. If turnover is now under ₹1.5 crore, they may fall under Basic registration. An existing licence stays valid, so we first check the FoSCoS dashboard for any end date shown on a licence issued before 1 April 2026, and then decide whether a change of category is worth making.
The edge of the city is where most mistakes happen. A trader with a shop at Crawford Market and a gala in the Vashi APMC has two premises, under two FDA offices and two municipal corporations. A cold storage in Taloja or a godown in Bhiwandi is filed under storage, not trade. And the kind of business chosen on FoSCoS has to match what each premises does, because a mismatch is the most common reason for a query.
The rules, at a glance
| Basic registration | Turnover up to ₹1.5 crore; Form A; issued by the registering authority (state or local food safety office) |
|---|---|
| State licence | Turnover above ₹1.5 crore and up to ₹50 crore; Form B; issued by the State licensing authority |
| Central licence | Turnover above ₹50 crore, and whatever the turnover for importers, e-commerce food platforms (and brands selling through their own website or app), 100% EOUs and other listed activities |
| Validity | Perpetual for registrations and licences issued under the rules in force from 1 April 2026; no renewal cycle |
| Where you apply | Online on FoSCoS (foscos.fssai.gov.in); one credential per premises |
| Government fee | As prescribed by FSSAI for the category, paid on FoSCoS |
The bands and forms are the same in every state. What differs by city is the food safety office that handles your application, the inspections it runs and the municipal trade licence that sits alongside FSSAI.
Documents to keep ready
FSSAI Registration fee in Mumbai
| Item | Amount |
|---|---|
| Regikart professional fee, FSSAI registration or licence application | From ₹1,999 |
| Government fee | As prescribed by FSSAI for your category, paid on FoSCoS |
| Modification, additional premises or annual return support | Quoted on scope |
Professional fees exclude GST at 18%. The FoSCoS eligibility sheet updated on 1 April 2026 lists the Basic registration fee at ₹100 per year; licence fees depend on the category, and we confirm the amount before you pay. Fees checked on 25 October 2026.
The ₹1,999 starting fee covers one registration or licence application for one premises: the category check, Form A or Form B filing on FoSCoS, document review and replies to queries. A Mumbai business with a cafe in the city, a warehouse in Bhiwandi and an importing activity needs a credential for each, so we quote the whole set together once we have your premises and turnover. The BMC health licence fee is paid to the BMC.
Working with us from Mumbai
We do not have an office in Mumbai. We serve Mumbai food businesses remotely from our offices in Kolkata (head office), Delhi and Bengaluru. You upload the documents or send them on WhatsApp at +91 70444 94804 or to [email protected], we check them on a call, and where a declaration or authorisation needs signing, you sign it and send a scanned copy by email. Any inspection is attended by you or your staff at the premises; we prepare you for it beforehand.
The usual sequence
- Category check: we test each premises' activity and turnover against the 2026 bands and the activities that need a Central licence.
- Documents: you send identity, premises proof and the product list; for a licence, the layout plan, equipment list and food safety plan as well.
- FoSCoS filing: we file Form A for a registration or Form B for a licence, and you pay the government fee on FoSCoS.
- Inspection where ordered: the authority may inspect the premises before deciding, more often for a licence. We reply to any query.
- Issue: the certificate with your 14-digit number is available on FoSCoS, and we send it to you with a checklist.
Timelines depend on the authority and on whether an inspection is ordered, so we do not promise a number of days.
What to keep up to date
- Modification: file a modification when the address, products, kind of business, ownership or turnover band changes.
- Annual fee: pay it on FoSCoS every year, even though the credential no longer expires.
- Annual return: licensed manufacturers and importers file Form D-1 on FoSCoS by 31 May for the previous financial year.
- Display: keep the certificate on display at the premises, cart or vehicle.
- Labels: print the number of the credential that covers the premises where the food is made or packed, and give the same number to every app and marketplace you sell on.
