FSSAI Registration in Kolkata
Basic registration, State and Central licences on FoSCoS, from our Lake Town head office
Every food business in Kolkata, from a tea stall to a sweet shop chain or a Howrah warehouse, needs an FSSAI registration or licence for each premises. Since 1 April 2026 a Basic registration covers turnover up to ₹1.5 crore, so many cafes, home bakers and small traders that once needed a State licence now fall under the simpler Form A. Regikart's head office is in Lake Town, so you can bring your papers to us or send them on WhatsApp.
The rules are national, and our FSSAI registration guide explains them. What is particular to Kolkata is the paperwork the West Bengal food safety branch asks for from the local body, and the fact that a Kolkata address can sit under several different municipal bodies. This page covers both.

Which food businesses in Kolkata need FSSAI
The West Bengal food safety set-up
Food safety in West Bengal sits with the Commissioner of Food Safety in the Health and Family Welfare Department, whose food safety branch issues circulars to food businesses. Each district has a Designated Officer who acts as the licensing authority for State licences, with Food Safety Officers handling inspections. The branch's circulars address the Kolkata Municipal Corporation area separately from the districts, so a premises inside KMC and one in Howrah or North 24 Parganas are dealt with by different officers. On FoSCoS this is decided by the premises address, so getting the address and ward right matters.
Central licences, for importers, e-commerce platforms and turnover above ₹50 crore, are handled by FSSAI's Eastern Region office in Salt Lake Sector V, not by the state.
The local body document West Bengal asks for
A circular of the West Bengal food safety branch dated 21 October 2024, published on FoSCoS, asks food businesses to upload a document from their local body:
- for most licence applications, such as manufacturers, restaurants, hotels and caterers, a Certificate of Enlistment from the local body;
- for registration applications, a no objection certificate from the local body.
In Kolkata, the Certificate of Enlistment is what most people call the trade licence. Which body issues it depends on where the premises is: the Kolkata Municipal Corporation for the core city, the Bidhannagar Municipal Corporation for Salt Lake, NKDA for New Town, and the Howrah Municipal Corporation across the river. Apply for it first, or alongside, because a FoSCoS application without it is likely to come back with a query. We do not quote municipal fees, which each body sets.
Common Kolkata cases
- A restaurant with one premises needs one credential, Basic or State by turnover, plus its enlistment certificate. A chain needs one for each outlet.
- A cloud kitchen brand running three kitchens needs three credentials, one per kitchen, even if they share a name on the app.
- A home baker in Behala or Lake Town usually takes a Basic registration for the home kitchen; the local body NOC still applies.
- A marketplace seller licenses its own kitchen or warehouse by turnover. A brand selling through its own website or app is an e-commerce food business and needs a Central licence.
- A trader importing dry fruits or tea through the Kolkata port needs a Central licence for the importing activity, whatever the turnover.
- A registered street vendor under the Street Vendors Act is deemed registered under FSSAI for that activity.
- An older State licence. Many Kolkata restaurants and sweet shops took a State licence when the Basic limit was ₹12 lakh. With turnover under ₹1.5 crore they may now fall under Basic registration. That is worth checking before the next annual fee is due, but it is not urgent: an existing licence stays valid, and we look at the FoSCoS dashboard first for any end date shown on a licence issued before 1 April 2026.
One more point catches businesses out. The kind of business chosen on FoSCoS has to match what the premises actually does. A sweet shop that also makes sweets on site is a manufacturer as well as a retailer, and a caterer is not a restaurant. A wrong choice is the most common reason for a query from the officer.
Worked example: one sweet shop business, four premises
Illustrative only. A Kolkata mishti business has a shop in Gariahat, a karkhana in Tiljala, a cloud kitchen in Salt Lake and sells boxed sweets through its own website.
| Premises or activity | Turnover | Credential | Local body document |
|---|---|---|---|
| Shop, Gariahat | ₹90 lakh | Basic registration | NOC from KMC |
| Karkhana, Tiljala | ₹2.4 crore | State licence (manufacturer) | Certificate of Enlistment from KMC |
| Cloud kitchen, Salt Lake | ₹40 lakh | Basic registration | NOC from Bidhannagar Municipal Corporation |
| Own-website sales | Any | Central licence (e-commerce) | As FSSAI's Eastern Region asks |
The karkhana's State licence number should appear on the boxed sweets it packs, and the website needs its own Central licence because the business runs its own e-commerce channel.
The rules, at a glance
| Basic registration | Turnover up to ₹1.5 crore; Form A; issued by the registering authority (state or local food safety office) |
|---|---|
| State licence | Turnover above ₹1.5 crore and up to ₹50 crore; Form B; issued by the State licensing authority |
| Central licence | Turnover above ₹50 crore, and whatever the turnover for importers, e-commerce food platforms (and brands selling through their own website or app), 100% EOUs and other listed activities |
| Validity | Perpetual for registrations and licences issued under the rules in force from 1 April 2026; no renewal cycle |
| Where you apply | Online on FoSCoS (foscos.fssai.gov.in); one credential per premises |
| Government fee | As prescribed by FSSAI for the category, paid on FoSCoS |
The bands and forms are the same in every state. What differs by city is the food safety office that handles your application, the inspections it runs and the municipal trade licence that sits alongside FSSAI.
Documents to keep ready
FSSAI Registration fee in Kolkata
| Item | Amount |
|---|---|
| Regikart professional fee, FSSAI registration or licence application | From ₹1,999 |
| Government fee | As prescribed by FSSAI for your category, paid on FoSCoS |
| Modification, additional premises or annual return support | Quoted on scope |
Professional fees exclude GST at 18%. The FoSCoS eligibility sheet updated on 1 April 2026 lists the Basic registration fee at ₹100 per year; licence fees depend on the category, and we confirm the amount before you pay. Fees checked on 25 October 2026.
The ₹1,999 starting fee covers one registration or licence application for one premises: the category check, Form A or Form B filing on FoSCoS, document review and replies to queries. A Kolkata business with a shop, a karkhana and a cloud kitchen needs one credential for each, so we quote the whole set together once we know the premises and turnover. Help with the Certificate of Enlistment or local body NOC is quoted separately, and the municipal fee is paid to the local body.
Working with our Kolkata head office
Regikart's head office is at 129A Bangur Avenue, Block A, Lake Town, Kolkata 700055. You can bring your documents there and meet the CA team, or send everything on WhatsApp at +91 70444 94804 or to [email protected]. We also have offices in Delhi and Bengaluru for premises in those cities.
The usual sequence
- Category check: we test each premises' activity and turnover against the 2026 bands and the activities that need a Central licence.
- Documents: you send identity, premises proof and the product list; for a licence, the layout plan, equipment list and food safety plan as well.
- FoSCoS filing: we file Form A for a registration or Form B for a licence, and you pay the government fee on FoSCoS.
- Inspection where ordered: the authority may inspect the premises before deciding, more often for a licence. We reply to any query.
- Issue: the certificate with your 14-digit number is available on FoSCoS, and we send it to you with a checklist.
Timelines depend on the authority and on whether an inspection is ordered, so we do not promise a number of days.
What to keep up to date
- Modification: file a modification when the address, products, kind of business, ownership or turnover band changes.
- Annual fee: pay it on FoSCoS every year, even though the credential no longer expires.
- Annual return: licensed manufacturers and importers file Form D-1 on FoSCoS by 31 May for the previous financial year.
- Display: keep the certificate on display at the premises, cart or vehicle.
- Labels: print the number of the credential that covers the premises where the food is made or packed, and give the same number to every app and marketplace you sell on.
