FSSAI Registration in Delhi
Basic registration, State and Central licences on FoSCoS, from our Krishna Nagar office
Every food business in Delhi needs an FSSAI registration or licence for each premises, whether it is a stall in Chandni Chowk, a restaurant in Hauz Khas or a godown in Naya Bazar. Since 1 April 2026 a Basic registration covers turnover up to ₹1.5 crore, so many cafes, cloud kitchens and traders now take the simpler Form A instead of a State licence. Regikart has an office in Krishna Nagar, East Delhi, where you can meet our team.
Our FSSAI registration guide covers the national rules. This page covers what is particular to Delhi: the district Designated Officers of Delhi's Department of Food Safety, the separate municipal licence, and the NCR question of premises across a state border.

Which food businesses in Delhi need FSSAI
Delhi's food safety set-up
Delhi's food safety regulator is the Department of Food Safety, Government of NCT of Delhi, headed by the Commissioner of Food Safety, with its office at Mayur Bhawan, Connaught Place. The department lists a Designated Officer for each district: Central, New Delhi, North, North East, North West, Shahdara, East, West, South, South East and South West. Under the department's citizen charter, the Designated Officer of the district concerned issues registrations and licences, with Food Safety Officers carrying out inspections.
So the first step is fixing which district your premises is in. FoSCoS routes the application by the address you enter, and a wrong district means a query or a transfer. Central licences, for importers, e-commerce platforms and turnover above ₹50 crore, go to FSSAI's Northern Region office instead.
The municipal licence alongside FSSAI
FSSAI is not the only permission an eatery needs. In most of Delhi, the Municipal Corporation of Delhi (MCD) has required a health trade licence for eating houses and food trades, for which it has launched an online application portal. Premises in the New Delhi Municipal Council area deal with NDMC, which runs its own licensing for eating houses. The position has been under reform, with changes announced for some areas, so we confirm the current requirement for your premises before you open rather than assume it. General trade licence and fire safety requirements are separate. We do not quote municipal fees.
Common Delhi cases
- A restaurant with one premises takes Basic or State by turnover; a chain needs one credential per outlet, each filed with its own district's officer.
- A cloud kitchen brand with kitchens in two districts files with two Designated Officers.
- A home baker usually takes a Basic registration for the home kitchen.
- A marketplace seller licenses its own kitchen or godown by turnover. A brand selling through its own website or app needs a Central licence.
- A trader importing dry fruits or spices needs a Central licence for importing, whatever the turnover.
- Premises across the border. A godown in Gurugram, Noida or Ghaziabad is in Haryana or Uttar Pradesh and is licensed there. A business with premises in two or more states also needs a Central licence for its head office.
- An older State licence. A Delhi cafe or trader that took a State licence when the Basic limit was ₹12 lakh may now fall under Basic registration if turnover is under ₹1.5 crore. An existing licence stays valid, so we check the FoSCoS dashboard for any end date before deciding whether to change category.
Wholesale traders in Khari Baoli and Naya Bazar often deal through several godowns in the same lane. Each separate address is a separate premises with its own credential, and a godown used only for storage is filed under storage, not trade. Getting that right at the start avoids a modification later.
Worked example: a Delhi snack brand across NCR
Illustrative only. A snack brand has a shop in Karol Bagh, a manufacturing unit in Narela, a godown in Noida and sells on a marketplace.
| Premises or activity | State or district | Turnover | Credential |
|---|---|---|---|
| Shop, Karol Bagh | Delhi, Central district | ₹80 lakh | Basic registration |
| Manufacturing unit, Narela | Delhi, North West district | ₹6 crore | State licence |
| Godown, Noida | Uttar Pradesh | ₹3 crore | State licence from Uttar Pradesh |
| Head office, Delhi | Two states | Not applicable | Central licence for the head office |
| Marketplace listing | Not applicable | Not applicable | No separate credential; the listing shows the number of the premises supplying it |
The brand prints the Narela unit's licence number on the packs it makes there, and gives the marketplace the number of the premises that ships each order. District names above follow the department's list; we confirm the district from the exact address.
The rules, at a glance
| Basic registration | Turnover up to ₹1.5 crore; Form A; issued by the registering authority (state or local food safety office) |
|---|---|
| State licence | Turnover above ₹1.5 crore and up to ₹50 crore; Form B; issued by the State licensing authority |
| Central licence | Turnover above ₹50 crore, and whatever the turnover for importers, e-commerce food platforms (and brands selling through their own website or app), 100% EOUs and other listed activities |
| Validity | Perpetual for registrations and licences issued under the rules in force from 1 April 2026; no renewal cycle |
| Where you apply | Online on FoSCoS (foscos.fssai.gov.in); one credential per premises |
| Government fee | As prescribed by FSSAI for the category, paid on FoSCoS |
The bands and forms are the same in every state. What differs by city is the food safety office that handles your application, the inspections it runs and the municipal trade licence that sits alongside FSSAI.
Documents to keep ready
FSSAI Registration fee in Delhi
| Item | Amount |
|---|---|
| Regikart professional fee, FSSAI registration or licence application | From ₹1,999 |
| Government fee | As prescribed by FSSAI for your category, paid on FoSCoS |
| Modification, additional premises or annual return support | Quoted on scope |
Professional fees exclude GST at 18%. The FoSCoS eligibility sheet updated on 1 April 2026 lists the Basic registration fee at ₹100 per year; licence fees depend on the category, and we confirm the amount before you pay. Fees checked on 25 October 2026.
The ₹1,999 starting fee covers one registration or licence application for one premises: the category check, Form A or Form B filing on FoSCoS, document review and replies to queries. A Delhi business with outlets in several districts, or units in Haryana or Uttar Pradesh, needs one credential for each premises and possibly a Central licence for the head office, so we quote the whole set together once we have your list. Municipal licence fees are paid to MCD or NDMC.
Working with our Delhi office
Our Delhi office is at 04 Malook Singh Marg, Arjun Nagar, Krishan Nagar, Delhi 110051. You can bring your documents there and meet the team, or send everything on WhatsApp at +91 70444 94804 or to [email protected]. We also have offices in Kolkata (head office) and Bengaluru.
The usual sequence
- Category check: we test each premises' activity and turnover against the 2026 bands and the activities that need a Central licence.
- Documents: you send identity, premises proof and the product list; for a licence, the layout plan, equipment list and food safety plan as well.
- FoSCoS filing: we file Form A for a registration or Form B for a licence, and you pay the government fee on FoSCoS.
- Inspection where ordered: the authority may inspect the premises before deciding, more often for a licence. We reply to any query.
- Issue: the certificate with your 14-digit number is available on FoSCoS, and we send it to you with a checklist.
Timelines depend on the authority and on whether an inspection is ordered, so we do not promise a number of days.
What to keep up to date
- Modification: file a modification when the address, products, kind of business, ownership or turnover band changes.
- Annual fee: pay it on FoSCoS every year, even though the credential no longer expires.
- Annual return: licensed manufacturers and importers file Form D-1 on FoSCoS by 31 May for the previous financial year.
- Display: keep the certificate on display at the premises, cart or vehicle.
- Labels: print the number of the credential that covers the premises where the food is made or packed, and give the same number to every app and marketplace you sell on.
