FSSAI Registration in Chennai
Basic registration and State or Central licences for Chennai food businesses, filed on FoSCoS remotely
A mess in Triplicane, a sweet shop in T. Nagar, a cloud kitchen on OMR and a spice trader at Koyambedu all need an FSSAI registration or licence for each premises they run. From 1 April 2026, a Basic registration covers turnover up to ₹1.5 crore, a State licence covers turnover above that up to ₹50 crore, and the application is made on FoSCoS.
We do not have an office in Chennai and serve the city remotely from Kolkata, Delhi and Bengaluru. The national FSSAI guide sets out the rules. This page covers Chennai: how Tamil Nadu's food safety department is organised by district, the Greater Chennai Corporation trade licence, and the port-city cases we handle, such as importers.

Which food businesses in Chennai need FSSAI
The food safety set-up in Tamil Nadu
Tamil Nadu runs FSSAI licensing through its Commissionerate of Food Safety, under the Commissioner of Food Safety. The state's own food safety page explains the division of work: a Designated Officer for each revenue district acts as the licensing authority, and Food Safety Officers act as registering authorities. So a Basic registration is decided at the Food Safety Officer level, and a State licence by the Designated Officer of the district.
For a Chennai business, the district matters more than the postal address. The core city is Chennai district, but much of the city's food trade sits in neighbouring districts: OMR and parts of the southern suburbs fall in Chengalpattu, Sriperumbudur and Oragadam in Kancheepuram, and Red Hills and Ambattur's outer belt touch Tiruvallur. Each has its own Designated Officer, so a brand with kitchens on both sides of a district line deals with two offices. We check the district for each address before filing.
The state's food safety officers also run regular checks on eateries, sweet shops before festivals, and packaged food on retail shelves. What they look at first is simple: is the certificate displayed, does it name this premises and the food being made here, and does the number on the label match it. A Basic registration taken years ago for a small shop that has since grown into a production unit is a common gap, and a modification or a fresh licence fixes it.
A Central licence is issued by FSSAI itself. Its Southern Regional Office is in Chennai, in the CDC Complex of the Chennai Port Authority Building on Rajaji Salai, and covers Tamil Nadu and Puducherry.
The trade licence alongside FSSAI
FSSAI does not replace the trade licence. A restaurant, bakery, sweet shop or food store within city limits also needs a trade licence from the Greater Chennai Corporation, and a premises in a suburban municipality or panchayat takes it from that local body instead. We describe the trade licence in general terms here and do not quote its fee, which the local body sets. Our trade licence page covers the process.
Common Chennai cases
- One restaurant, or a chain. Each outlet takes its own registration or licence by its own turnover. A chain that also runs outlets in Puducherry, Bengaluru or Kerala needs a Central licence for its head office.
- A cloud kitchen with several kitchens. One credential per kitchen. Two kitchens in Velachery and Perungudi are two applications.
- A home baker. A Basic registration with your home as the premises usually covers you while turnover stays within ₹1.5 crore.
- A marketplace seller vs your own website. Listing on Swiggy, Zomato or Amazon does not by itself need a Central licence; your own premises are licensed by turnover. Selling through your own website or app does.
- An importer. Importing food needs a Central licence whatever the turnover. Clearance of each consignment at the port is a separate FSSAI process from the licence.
- A caterer or mess supplying offices. A caterer serving IT parks on OMR or factory canteens in Sriperumbudur needs a credential for the kitchen that cooks, by that kitchen's turnover; the canteen operator at the client's site may need its own.
A worked example
A Chennai spice brand packs spices at a unit in Ambattur, which also imports dry fruits through Chennai port, with combined turnover of ₹3 crore, runs a retail shop in Mylapore at about ₹50 lakh, and sells on marketplaces and through its own website. This is illustrative; your figures decide your category.
| Premises or activity | Turnover | Credential |
|---|---|---|
| Packing unit, Ambattur, which also imports | ₹3 crore | Central licence, because of the import activity |
| Retail shop, Mylapore | about ₹50 lakh | Basic registration |
| Marketplace listings | Not a premises | Platform's licence; the seller's number is displayed |
| Own website sales | Any | Central licence |
The rules, at a glance
| Basic registration | Turnover up to ₹1.5 crore; Form A; issued by the registering authority (state or local food safety office) |
|---|---|
| State licence | Turnover above ₹1.5 crore and up to ₹50 crore; Form B; issued by the State licensing authority |
| Central licence | Turnover above ₹50 crore, and whatever the turnover for importers, e-commerce food platforms (and brands selling through their own website or app), 100% EOUs and other listed activities |
| Validity | Perpetual for registrations and licences issued under the rules in force from 1 April 2026; no renewal cycle |
| Where you apply | Online on FoSCoS (foscos.fssai.gov.in); one credential per premises |
| Government fee | As prescribed by FSSAI for the category, paid on FoSCoS |
The bands and forms are the same in every state. What differs by city is the food safety office that handles your application, the inspections it runs and the municipal trade licence that sits alongside FSSAI.
Documents to keep ready
FSSAI Registration fee in Chennai
| Item | Amount |
|---|---|
| Regikart professional fee, FSSAI registration or licence application | From ₹1,999 |
| Government fee | As prescribed by FSSAI for your category, paid on FoSCoS |
| Modification, additional premises or annual return support | Quoted on scope |
Professional fees exclude GST at 18%. The government fee is paid directly on FoSCoS, and we confirm the amount for your category before filing. Fees checked on 25 October 2026.
The starting fee covers one application for one premises. A Chennai business that imports, or runs kitchens across Chennai, Chengalpattu and Kancheepuram districts, usually needs more than one credential. Send us the list of premises and activities with turnover, and we will set out the category for each and quote the whole set before any work starts.
Working with us from Chennai
We do not have an office in Chennai. We serve Chennai food businesses remotely from our head office in Kolkata and our branches in Delhi and Bengaluru. You upload documents by e-mail or WhatsApp, we review them and prepare the application, and anything that needs a signature comes back to you as a PDF to sign and return by e-mail. Calls and clarifications run on the phone or video. We do not visit premises; where the food safety authority orders an inspection, you or your manager meet the officer, and we prepare you for it.
The usual sequence
- Category check. We look at what you do at each premises, the turnover of each, and any activity that needs a Central licence whatever the turnover, and tell you in writing whether each premises takes a Basic registration, a State licence or a Central licence.
- Documents. We send a list for each premises and check every document before upload, including the layout plan and food safety plan for a licence.
- Filing on FoSCoS. We file Form A or Form B, map your food categories, and you pay the government fee on the portal.
- Inspection, where ordered. The authority may inspect before granting a licence or a registration. We reply to any query raised on the application.
- Issue. The certificate is issued on FoSCoS with a 14-digit number.
What to keep up to date
- Modification when something on the certificate changes: a new product category, a change of address, partners or directors, or a jump in turnover into the next band. See FSSAI modification.
- The annual fee, every year, and Form D-1 by 31 May if you are a licensed manufacturer or importer.
- Display the certificate at a prominent place in each premises.
- Print the number on the label of packaged food, and give it to every delivery app or marketplace you sell through.
