FSSAI Registration in Pune
Basic registration and State or Central licences for Pune and Pimpri-Chinchwad food businesses, filed remotely
Whether you run a misal house in Sadashiv Peth, a cafe in Koregaon Park, a cloud kitchen in Kharadi or a food unit in Chakan, you need an FSSAI registration or licence for each premises. From 1 April 2026, a Basic registration covers turnover up to ₹1.5 crore and a State licence up to ₹50 crore, filed online on FoSCoS.
We do not have an office in Pune and serve the city remotely from Kolkata, Delhi and Bengaluru. The national FSSAI guide explains the rules. This page covers what matters in Pune: how Maharashtra's Food and Drug Administration handles applications, the split between Pune and Pimpri-Chinchwad for the trade licence, and the food manufacturing belt on the city's edge.

Which food businesses in Pune need FSSAI
The food safety set-up for Pune
In Maharashtra, FSSAI licensing is run by the Food and Drug Administration, Maharashtra, whose head is the state's Commissioner of Food Safety. Registrations and State licences for Pune premises are dealt with by the FDA's food officers for Pune, who also carry out the inspections and sampling drives that Pune food businesses see regularly. Your application is still filed on FoSCoS, and the same Basic, State and Central bands apply as anywhere else in India.
For the FDA, a premises in Hinjewadi, Chakan or Talegaon is still a Pune district premises, even though it is outside Pune city. That helps a brand with a kitchen in Kothrud and a factory in Chakan, which deals with the same district food safety set-up for both. We have not found an official FDA page that sets out the current Pune office structure, so we confirm the officer handling your file after it is allotted on FoSCoS rather than rely on an old list.
A Central licence is issued by FSSAI itself, and Maharashtra comes under FSSAI's Western Region.
Pune's FDA officers run frequent drives on sweet shops, mawa and khoa suppliers, bakeries and meat shops, especially around festivals. An inspection looks first at whether the certificate is displayed and names this premises and this activity, then at hygiene, storage and the source of raw material. A home baker who has moved into a rented commercial kitchen, or a cafe that has started packing cookies for retail, often has a credential that no longer matches what happens at the premises; a modification fixes it.
Two corporations for the trade licence
FSSAI does not replace the municipal licence. A restaurant, bakery, sweet shop or food store also needs a licence from its municipal body, and in Pune that depends on which side of the line you are:
- the Pune Municipal Corporation (PMC) for the city, including the Peths, Kothrud, Baner, Kharadi and Hadapsar;
- the Pimpri-Chinchwad Municipal Corporation (PCMC) for Pimpri, Chinchwad, Wakad, Bhosari and Nigdi;
- the local council or gram panchayat for premises in places like Chakan or Talegaon.
A brand with kitchens in Baner and Wakad may sit across PMC and PCMC even though both are in Pune district for food safety. We check the body for each address and do not quote its fee. Our trade licence page covers the process.
Common Pune cases
- One restaurant, or a chain. Each outlet takes its own registration or licence by its own turnover. A chain with an outlet in Goa or Bengaluru also needs a Central licence for its head office.
- A cloud kitchen with several kitchens. One credential per kitchen, whichever corporation it falls in.
- A home baker. A Basic registration with your home as the premises is usually enough while turnover stays within ₹1.5 crore.
- A marketplace seller vs your own website. Listing on Swiggy, Zepto or Amazon does not by itself need a Central licence; your own premises are licensed by turnover. Selling food through your own website or app does.
- A student mess or PG kitchen. A mess or tiffin service feeding students in Kothrud or Viman Nagar is a food business like any other, with a Basic registration for the kitchen while turnover stays within ₹1.5 crore.
- A manufacturer in the MIDC belt. A unit in Chakan or Bhosari usually crosses ₹1.5 crore quickly and takes a State licence, and files Form D-1 every year as a licensed manufacturer.
A worked example
A Pune bakery brand bakes at a central unit in Bhosari with turnover of ₹4 crore, runs cafes in Kothrud and Viman Nagar at about ₹70 lakh each, and sells cakes on delivery apps. This is illustrative; your figures decide your category.
| Premises | Turnover | Credential |
|---|---|---|
| Baking unit, Bhosari (PCMC) | ₹4 crore | State licence, with Form D-1 each year |
| Cafe, Kothrud (PMC) | about ₹70 lakh | Basic registration |
| Cafe, Viman Nagar (PMC) | about ₹70 lakh | Basic registration |
| Delivery app listings | Not a premises | Platform's licence; each outlet's number is displayed |
The rules, at a glance
| Basic registration | Turnover up to ₹1.5 crore; Form A; issued by the registering authority (state or local food safety office) |
|---|---|
| State licence | Turnover above ₹1.5 crore and up to ₹50 crore; Form B; issued by the State licensing authority |
| Central licence | Turnover above ₹50 crore, and whatever the turnover for importers, e-commerce food platforms (and brands selling through their own website or app), 100% EOUs and other listed activities |
| Validity | Perpetual for registrations and licences issued under the rules in force from 1 April 2026; no renewal cycle |
| Where you apply | Online on FoSCoS (foscos.fssai.gov.in); one credential per premises |
| Government fee | As prescribed by FSSAI for the category, paid on FoSCoS |
The bands and forms are the same in every state. What differs by city is the food safety office that handles your application, the inspections it runs and the municipal trade licence that sits alongside FSSAI.
Documents to keep ready
FSSAI Registration fee in Pune
| Item | Amount |
|---|---|
| Regikart professional fee, FSSAI registration or licence application | From ₹1,999 |
| Government fee | As prescribed by FSSAI for your category, paid on FoSCoS |
| Modification, additional premises or annual return support | Quoted on scope |
Professional fees exclude GST at 18%. The government fee is paid directly on FoSCoS, and we confirm the amount for your category before filing. Fees checked on 25 October 2026.
The starting fee covers one application for one premises. A Pune brand with a unit in the MIDC belt and outlets across PMC and PCMC usually needs a mix of State licences and Basic registrations. Send us the list of premises with turnover and we will set out the category for each and quote the whole set before any work starts.
Working with us from Pune
We do not have an office in Pune. We serve Pune food businesses remotely from our head office in Kolkata and our branches in Delhi and Bengaluru. You upload documents by e-mail or WhatsApp, we review them and prepare the application, and anything that needs a signature comes back to you as a PDF to sign and return by e-mail. Calls and clarifications run on the phone or video. We do not visit premises; where the food safety authority orders an inspection, you or your manager meet the officer, and we prepare you for it.
The usual sequence
- Category check. We look at what you do at each premises, the turnover of each, and any activity that needs a Central licence whatever the turnover, and tell you in writing whether each premises takes a Basic registration, a State licence or a Central licence.
- Documents. We send a list for each premises and check every document before upload, including the layout plan and food safety plan for a licence.
- Filing on FoSCoS. We file Form A or Form B, map your food categories, and you pay the government fee on the portal.
- Inspection, where ordered. The authority may inspect before granting a licence or a registration. We reply to any query raised on the application.
- Issue. The certificate is issued on FoSCoS with a 14-digit number.
What to keep up to date
- Modification when something on the certificate changes: a new product category, a change of address, partners or directors, or a jump in turnover into the next band. See FSSAI modification.
- The annual fee, every year, and Form D-1 by 31 May if you are a licensed manufacturer or importer.
- Display the certificate at a prominent place in each premises.
- Print the number on the label of packaged food, and give it to every delivery app or marketplace you sell through.
